What it does
This Airworthiness Directive (AD/DHC-8/102 Amdt 1), issued by a delegate of the Civil Aviation Safety Authority on 20 June 2008 and effective 31 July 2008, mandates specific actions to address contamination within the pitot static system of Bombardier DHC-8-400, DHC-8-401 and DHC-8-402 aeroplanes. The source states that incidents of airspeed mismatch between pilot, co-pilot and standby indications have been reported to Transport Canada, attributed to contamination inside pitot lines and or blockage of pitot static probes. The background explains that blockage of a probe’s pitot drain may allow sufficient moisture to enter, potentially freezing under certain conditions and causing a blockage.
The directive imposes both repetitive maintenance tasks and one-off modifications. Requirement 1 demands cleaning of the drain hole of all pitot static probes at intervals not exceeding 70 hours time in service (TIS) initially within 30 days after 4 August 2005 (the original effective date) and thereafter. Requirement 2 requires cleaning of pitot lines at intervals not exceeding 600 hours TIS for a subset of aircraft serial numbers that have not been modified under Requirement 3. Requirement 3 mandates modification of the pitot static system tubing under Bombardier ModSum 4-113488 for improved water drainage within 6000 hours TIS after the effective date of this amendment. Requirements 4 and 5 mandate replacement of the left side primary pitot probe (ModSum 4-113530), right side primary pitot probe (ModSum 4-113531) and the standby pitot probe (ModSum 4-113526), each within 6000 hours TIS after the effective date. Requirement 6 imposes a one-time inspection of standby pitot static system tube assemblies for correct installation on a further subset of serial numbers, to be accomplished before Requirement 5.
Crucially, the modifications serve as terminating actions. Accomplishment of Requirement 3 terminates the repetitive pitot line cleaning of Requirement 2. Accomplishment of Requirements 4, 5 and 6 terminates the repetitive probe drain hole cleaning and inspection of Requirement 1. The original issue of this directive (effective 4 August 2005) was an interim action requiring periodic cleaning; this amendment mandates the modifications to remove the need for that ongoing maintenance. The directive thus imposes a direct compliance burden on operators to schedule and fund modifications within a defined period, as well as to conduct interim cleaning and inspections until those modifications are completed. The economic impact includes the cost of parts, labour and aircraft downtime, but the source provides no estimate of those costs.
