What it does
This instrument is an Australian Airworthiness Directive (AD/DHC-3/37 Amdt 1) issued by the Civil Aviation Safety Authority (CASA) under delegation from the Act. It imposes four mandatory requirements on operators of DHC-3 Otter aeroplanes equipped with radial engines and a specific type of firewall magneto connector plug described in Viking Air Limited Service Bulletin V3/0001. First, it requires a one-time visual inspection of the firewall ignition plug and receptacle to verify correct lock wiring and security. The inspection must follow the Accomplishment Instructions of Bombardier Aerospace de Havilland Otter Alert Service Bulletin A3/53, Revision ‘A’ dated 30 August 2001 (or a later revision approved by the Chief, Continuing Airworthiness, Transport Canada). Second, any damaged parts discovered during that inspection must be replaced before further flight. Third, the directive mandates the incorporation of Maintenance Manual PSM 1-3-2 Temporary Revision TR14, dated 24 August 2001, into the aircraft’s approved maintenance schedule. Once incorporated, that inspection becomes a routine task subject to normal maintenance program development and escalation; TR14 may be removed once superseded. Fourth, and most significant, operators must replace the entire firewall magneto connector with a different design in accordance with Viking Air Limited SB V3/0001 dated 27 June 2007 (or later Transport Canada-approved revision) before 1 August 2008. The directive arises from two documented incidents: a complete loss of both ignition systems on a DHC-3 Otter after the lock wire hole in the ignition connector plug broke out, causing the plug to vibrate loose, and a subsequent failure on a DHC-2 Beaver where internal failure of the magneto firewall connector shorted both magneto “P” leads to ground. The background explains that the original issue (AD CF-2001-37, effective November 2001) required only a one-time inspection and a manual revision. The amendment became necessary because the existing connector design contains a spring-loaded safety pin that grounds both magneto systems when disconnected; this safety feature can fail internally and no effective Instructions for Continued Airworthiness exist to ensure its integrity. The mandated replacement connector is a “straight through” type that eliminates that failure mode. The directive thus imposes both immediate inspection obligations and a longer-term modification requirement, with compliance deadlines calculated from 10 April 2008 (the effective date). For Requirement 1, operators have either three months or 110 hours time in service, whichever comes first. Requirement 2 must be done before further flight after that inspection. Requirement 3 must be completed within three months. Requirement 4 has a hard calendar deadline of 1 August 2008.
