Plain English Summary

3/10 complexity

This directive requires owners/operators of DHC‑3 Otter aeroplanes with side‑folding cabin utility seats to install a positive lock (per De Havilland Canada SB 3/42 Rev A) and, until the lock is fitted, inspect the seat forward leg each time the seat is moved from stowed to deployed. It matters because a sideways force can disengage the leg from its rail keyhole slot, so the rule forces repeat checks and eventual modification to reduce that risk.

Owners pay for the modification; pilots or maintenance certifiers must perform and record the interim inspections.
