What it does
This Airworthiness Directive (AD) , AD/DHC-2/27 Amendment 3, dated effective 5 July 2007 and signed 16 May 2007 by a Delegate of the Civil Aviation Safety Authority (David Punshon) , mandates inspections, reporting, and modification work on Viking Air Ltd. (formerly Bombardier Inc.) DHC-2 (Beaver) Mk I, Mk II and Mk III aeroplanes. The directive requires removal of the tailplane front spar pick-up brackets and a fluorescent penetrant inspection of the tailplane front spar web for cracks in the pick-up bracket area, carried out in accordance with Viking Air Service Bulletin (SB) 2/47 Revision E, dated 23 January 2007, or a later Transport Canada approved revision (Requirement 1.a). It prescribes different immediate remedial actions depending on aircraft configuration: immediate replacement before further flight for aircraft pre-modification 2/758 with cracks; replacement within 400 flight hours for aircraft that have Modification 2/758 and show cracks; and replacement of previously stop-drilled repairs within 12 months of the Directive’s effective date (Requirement 1.a.(i)-(iii)). For aircraft without Modification 2/466, the AD adds a visual inspection around the lightening holes between pick‑up brackets, with mandatory spar replacement before next flight if cracks are found (Requirement 1.b).
The AD also requires incorporation of Modifications 2/436, 2/466 and 2/758 unless already done (Requirement 2). It requires operators to report any cracks detected during Requirement 1.a inspections to Viking Air Limited Technical Support (technical.support@vikingair.com) and references the related Transport Canada AD CF-1991-42R1 (Note). Compliance windows are specified: initial inspections within 200 flight hours after 5 July 2007 if not previously done per SB 2/47 Revision D, repeat inspections every two years thereafter (not exceeding two-year intervals), and incorporation of the three modifications within 12 months after the Directive’s effective date (Compliance).
