What it does
This Airworthiness Directive (AD/DHC-1/36 Amdt 2) requires repetitive inspection and maintenance actions directed at the flap operating cables and associated components on De Havilland DHC-1 (Chipmunk) aeroplanes. The operative instruction in the AD is: "Action in accordance with British Aerospace TNS CT(C1) No.184 Issue 4." Compliance must occur "At intervals not to exceed 150 flight hours or at the annual inspection, whichever occurs first." The AD became effective 21 June 2011 and is signed by Glen Steemson as "Delegate of the Civil Aviation Safety Authority" with the document dated 16 June 2011.
Mechanically the amendment changes the scope of the previously issued AD by extending applicability. The AD's Applicability initially covered "English production (C1) all models" and now explicitly includes "Portuguese (T Mk 20) production models." The AD states this Amendment is "to include the Portuguese manufactured Chipmunk in the applicability for this AD," while also stating "There are no technical changes to the requirements or compliance of this AD." That is, the tasks and intervals remain the same; the set of aircraft to which they apply is broadened to include models of Portuguese manufacture.
The AD identifies the safety problem prompting these instructions: "Cases have been reported of failure of the Flap operating cable which in one case led to a flap asymmetry situation during the final phase of landing." It attributes causes to "either incorrect rigging of the control cables or inadequate maintenance of the control pulleys." The background also records that an earlier Amendment 1 "introduced a repetitive inspection of the latch plate and flap lever quadrant for wear," and that inspection was "originally introduced in 1995."
In short, the instrument directs owners/operators of the specified Chipmunk airframes to undertake (and repeat) the inspections and any corrective maintenance specified in the British Aerospace technical note at the stated intervals, and it applies those obligations to both English and Portuguese production variants identified.
