What it does
This airworthiness directive (AD), AD/DHC-1/25 Amdt 3, imposes an inspection requirement on De Havilland DHC-1 (Chipmunk) series aeroplanes of specified production types for particular wing flap components. The AD states its Requirement as: "Action in accordance with De Havilland Support TNS CT(C1) No. 166, Issue 5, dated 1 June 2007." The Compliance provision requires that the inspection occur "At the next annual maintenance check after the effective date of this AD, unless the satisfactory condition of the flap brackets and associated structure is already known." Thereafter the AD requires repetition of the inspection "at intervals not to exceed 300 flight hours or six years, whichever occurs first."
The AD becomes effective on 22 June 2011 and is issued by the Civil Aviation Safety Authority, signed by Glen Steemson as Delegate of CASA on 17 June 2011. The Applicability field in the AD sets the affected fleet as "All English production (C1) all models and Portuguese production (T Mk 20) aircraft." The Background section explains the safety trigger: "Cracking has been reported in both of the subject flap components. It has been attributed to fatigue induced by repeated use of the footstep on the flap." The Background also records that inner hinge bracket inspections remain as before, and that inspection of the reinforcing channel was introduced in the previous amendment (Amdt 2). The AD text notes that Amdt 3 specifically adds the Portuguese manufactured T Mk 20 to the applicability.
Mechanically, therefore, the AD (1) identifies the affected airframes, (2) mandates inspection in accordance with a named technical support document (De Havilland Support TNS CT(C1) No. 166, Issue 5, 1 June 2007), (3) fixes the initial compliance trigger (next annual maintenance check after the effective date unless satisfactory condition is already known), (4) fixes repeat intervals (300 flight hours or six years, whichever occurs first), and (5) becomes effective 22 June 2011. The AD contains a short explanatory Background stating the safety concern and the genesis of the amendment.
