What it does
This instrument is an Airworthiness Directive (AD) titled AD/DHC-1/21 Amdt 2, dealing with the wing-to-fuselage attachment links on De Havilland DHC-1 (Chipmunk) series aeroplanes. Its operative mechanics are these.
- Applicability is stated as "English production (C1) all models and Portuguese (T Mk 20) production models" (Applicability). The AD therefore identifies a defined set of airframes by production origin and model type for which the directive is relevant.
- The core mandate is a procedural requirement: "Action in accordance with British Aerospace T.N.S. No. 161, Issue 3, dated 1 August 1985" (Requirement). Compliance is achieved only by carrying out the steps in that Requirement Document.
- The timing is specified: compliance must occur "Within 100 hours time in service after the effective date of this AD or at the next scheduled inspection for Maintenance Release issued after the effective date of this AD, whichever is the later, and at any time the wing attachment links are removed" (Compliance). The AD also states it becomes effective on 21 June 2011.
- The AD is promulgated and signed by a CASA delegate, Glen Steemson, on 16 June 2011 (signature block and date).
- The background states operational risk prompting the AD: "Cases have been reported where the wing to fuselage attachment links have been fitted out of alignment resulting in chafing of the spar and/or tie bar, by the links" (Background). Amendment history is summarised in background text: Amendment 1 revised requirements to reflect Issue 3 of the Requirement Document and this amendment (Amdt 2) extends applicability to Portuguese manufactured Chipmunks (T Mk 20) depending on wing attach fitting part number (Background).
Mechanically, the AD obliges relevant operators or maintainers to apply a specific maintenance/inspection/shimming procedure (British Aerospace T.N.S. No. 161 Issue 3) within the stated time window or prior to the next Maintenance Release inspection if later, and whenever the wing attachment links are removed. The AD does not reproduce the technical content of T.N.S. No. 161 Issue 3; it cites that document as the normative action to be taken.
