Plain English Summary

This AD requires modification of front pilot-seat restraints on all DH114 (Heron) aircraft to fit safety harnesses with inertia reels under a Secretary‑approved scheme, with work required to be completed by 1 March 1974. Aircraft owners/operators must fund and carry out the retrofit and depend on the regulator’s approval for technical details, shifting cost and scheduling burdens to operators while concentrating compliance options through the approval process.
