What it does
This airworthiness directive (AD/DH 83/6, 3/2015) mandates inspection and remediation of the internal wooden structure of all variants of de Havilland DH 83 (Fox Moth) aircraft. Applicability is stated as “all variants of DH 83 aircraft” (Applicability). The AD requires operators to: install inspection rings and drainage per Figure 3 of Appendix G of the DHSL Technical News Sheet (TNS); gain access to the internal wooden structure by removing pop‑in panels or cutting away fabric from inside inspection rings; perform detailed inspections in accordance with the inspection criteria in Appendix B, paragraph 6 and Appendix F, page F17, paragraph 2 of the TNS; and remove unserviceable wooden structure or effect repairs in accordance with approved data (Requirement 1(a)-(d)). It also mandates reporting all defects discovered to CASA via the Service Difficulty Reporting System (Requirement 2).
Timing and repetition are specified. For aircraft used for commercial purposes as defined by regulation 206 of the Civil Aviation Regulations 1988 (CAR 1988), the initial actions must be completed within two months of the AD’s effective date (6 February 2015) (Compliance 1(a)). For other aircraft the initial works must be completed by 31 December 2015 (Compliance 1(b)). The inspection obligations must be repeated at the earlier of: every 200 hours, within 36 months of the previous inspection, or after a ground strike, birdstrike or other wing strike that leaves witness marks on the fabric or obvious damage; in the case of such an event, both top and bottom wings must be inspected on the impacted side (Compliance repeat conditions (i)-(iii)). Reporting of defects is to be done in accordance with Part 4B - Defect Reporting of CAR 1988 (Compliance 2). The AD cites the DHSL Technical News Sheet CT (Moth) No. 32, Issue 3, dated 1 December 2008 (Definitions). The document is signed by Nicholas Ward, Delegate of the Civil Aviation Safety Authority, dated 2 February 2015, with effective date 6 February 2015 (effective date; Background; signature).
