AD/DC3/15 Amdt 2 - Engine Nacelle Fire Protection - Modifications

The Directive is structured as a prescriptive safety regulation targeting three overlapping technical objectives: early detection of nacelle fires, effective and redundant extinguishing and containment of fires, and prevention of fire propagation to adjacent compartments or systems. These objectives are implemented through equipment standards, installation location and routing requirements, redundancy and separation of detection and discharge systems, and specified minimum performance quantities for extinguishant.

Detection: The AD requires continuous or multiple discrete detectors in each accessory compartment (Requirement, Fire Detectors (a)). The placement mandate , on or near the forward face of the firewall and distributed about the nacelle axis , targets early sensing of a developing fire in areas where accessory components and oil-cooler flows can concentrate heat or flames. The AD addresses detector type and approval status by requiring approved types for all detectors (Fire Detectors (b)), and requires electrical and human interface features to support detection: separate independent circuits per nacelle, cockpit test switches that exercise circuit protection and indicator continuity, and separate visual indicators for each nacelle consisting of two red lamps in parallel to provide lamp redundancy and clear source attribution for pilots (Detector Circuits (a)-(b); Indicators (a)-(b)).

Warning: The AD mandates an additional common, silenced-capable audible warning device for all detector circuits, which must be acoustically distinctive from other cockpit warnings (Indicators (c)). That requirement is an explicit human factors prescription to reduce the risk of confusion in flight.

Extinguishing and redundancy: The extinguishing-system requirements impose per-nacelle redundancy (two separate charges per nacelle) and minimum extinguishant masses (7 lb CO2 or 6 lb methyl bromide per charge) (Fire Extinguisher System (a)). The system must be plumbed to an accessory compartment spray ring and configured to direct extinguishant into oil-cooler honeycombs where relevant (b). The AD requires that extinguisher lines and spray rings forward of the firewall be fireproof (with limited exceptions) and that electrically fired bottles have firing circuitry arranged so failure of wiring to one bottle does not affect the others (b)-(d). Together these provisions aim to ensure extinguishant availability and delivery even if one discharge path or firing circuit fails.

Containment and prevention of spread: The AD requires shut-off valves for fuel, oil and hydraulic lines mounted immediately rearward of the firewall and inserted in lines to engine-driven pumps, and capable of rapid operation in flight (Fluid Shut-off Valves (a)-(b)). It also requires ventilation modifications for generators and magnetos so their intake is not sourced from the accessory compartment or adjacent to exhaust stacks (Ventilation (a)), and replacement of ventilation components whose failure could permit fire spread (Ventilation (b)). The Directive prescribes replacement or upgrading of fluid lines in the accessory compartment with approved fire-resistant flexible hoses or fire-proof rigid lines connected by fire-resistant flexible assemblies, and requires certain oil lines forward of the firewall to be replaced with fire-proof lines (Fluid Lines (a)-(b)). Finally, it compels sealing the firewall and diaphragm and replacing or shrouding light alloy fittings and replacing alloy rivets with steel rivets or bolts to secure firewall integrity under high heat (Sealing of Firewall Diaphragm (a)-(c)).

Material and installation standards: The AD specifies particular cable constructions (PVC-insulated, glass-braided cable to Specification AN-J-C-48a or other approved Class II fire-resistant cable) for specified circuits forward of the firewall (Electric cables (a)). It also describes abrasion protection measures, installation location (cooler parts of nacelle), avoidance of clipping to the engine diaphragm, and routing to avoid mechanical damage (Electric cables (b)-(d)). For fluid lines, the AD allows either fire-resistant flexible hoses or fire-proof rigid lines, and includes a material note accepting asbestos-wrapped hose assemblies within a PVC sheath as fireproof for the Directive's purposes (Fluid Lines Note).

Trade-offs implicit in the structure: The Directive balances prescriptive hardware and routing requirements against limited retained options and exceptions: it permits either continuous detectors or a minimum of six unit detectors; either flexible or rigid fire-proof fluid lines; retention of certain extinguisher-discharge-to-carburettor installations subject to the 25 per cent by-weight limit; and permits asbestos-wrapped hoses as fireproof. The Background explains a specific relaxation relative to Amendment 1: removal of a prohibition on free hose and clamps assemblies for certain large-diameter low-pressure applications.

Operators and owners: The AD explicitly applies to "All models" of Douglas DC3 series aeroplanes. That means each registered owner and operator of any DC3 model must ensure the aircraft meets the Directive's requirements within the stated compliance window (Compliance). Practically, costs and operational downtime fall first and foremost on owners and operators because they must purchase equipment, schedule maintenance, and ground aeroplanes until modifications are made.

Maintenance organisations and licensed engineers: The work involves structural, electrical, fuel and hydraulic system modifications that require licensed maintenance facilities and personnel. Tasks such as reworking firewall diaphragms, replacing rivets with steel rivets or bolts, routing and protecting electrical cables to specified standards, and fitting extinguisher spray rings and shut-off valves require authorised maintenance providers and engineers capable of certifying compliance.

Component suppliers and manufacturers: The AD imposes specific performance and approval requirements for detectors, extinguisher hardware, hoses, cables and fireproof components. Suppliers of approved detectors, fire-resistant hose assemblies, fire-proof rigid lines, PVC-insulated glass-braided cable meeting Specification AN-J-C-48a or other approved Class II cables, and approved extinguisher discharges are directly affected. Where the AD requires items to be "approved", procurement must source items with the relevant approvals.

Pilots and flightcrew: The AD affects cockpit human-machine interface elements. Pilots and co-pilots require visibility of separate nacelle indicators, the ability to test detector circuits from the cockpit (test switch per detector circuit), and a distinctive silenced-capable audible warning common to all detector circuits (Indicators (a)-(c); Detector Circuits (b)). Flight crew procedures will need updating to incorporate testing routines and actions on annunciations or audible warnings.

Regulator and oversight bodies: The AD is issued as part of the Commonwealth schedule of Airworthiness Directives under Civil Aviation Regulations, Part 39 (heading printed in the text). Regulatory staff and inspectors will be responsible for verifying that compliance has been achieved within the specified timeframe and that installations meet the Directive's requirements and approved design standards.

Ancillary affected parties: The AD interacts with procurement, training, and documentation functions. Maintenance organisations will need to maintain records proving locations, types and approval status of detectors and cables, test switch functions, extinguisher charge quantities, and proof that firewall sealing and rivet replacement work met the Directive. Insurers could be affected because the aircraft's airworthiness status affects insurability, but such effects are not described in the Directive itself.

Who bears the cost: The Directive does not specify funding or subsidies. The compliance timeframe and prescriptive requirements indicate the financial burden , parts, labour, ground time, possible need for special tooling, and testing , will be borne by the aircraft operator or owner, and by maintenance organisations for labour. The Background's relaxation concerning free hose and clamps assemblies suggests some cost relief for certain hose applications compared to Amdt 1.

Who decides and approves: The AD requires "approved" components and specifically names Specification AN-J-C-48a as an acceptable standard for certain cables (Electric cables (a)). Where the AD refers to "approved", approvals would be those recognised by the issuing authority; the Directive itself does not list an approval process within its text. Maintenance engineers and certificating staff will decide the specific installation methods within the AD's prescriptions, subject to the relevant approvals.

Primary duties imposed by the Directive derive from the "Requirement" section. The Directive creates specific installation, material and testing duties that aircraft owners and maintenance organisations must discharge within the compliance window.

Detection duties:

• Install for each engine nacelle either a continuous type detector or a minimum of six unit detectors in the accessory compartment (Fire Detectors (a)). Detectors must be mounted on or near the forward face of the firewall and disposed evenly about the nacelle axis. Where the oil-cooler airstream discharges into the accessory compartment, at least one detector or portion of the continuous detector must be in the airstream path (Fire Detectors (a)).
• Use only approved detector types (Fire Detectors (b)).

Circuit and indicator duties:

• Provide separate independent detector circuits for each nacelle (Detector Circuits (a)).
• Provide a cockpit test switch in each detector circuit that exercises circuit protection, indicator lamps, and continuity of detector wiring (Detector Circuits (b)).
• Provide separate cockpit indicators for each nacelle, each consisting of two red lamps in parallel (Indicators (a)); ensure visibility to both pilot and co-pilot and sufficient separation to avoid confusion as to the fire source (Indicators (b)). Install an audible warning device common to all detector circuits that is capable of being silenced and is acoustically distinctive from other cockpit warnings (Indicators (c)).

Extinguishing system duties:

• Modify extinguishers so that two separate charges are available to each nacelle, with each charge at least 7 pounds CO2 or 6 pounds methyl bromide (Fire Extinguisher System (a)). The AD therefore mandates redundancy and minimum discharge quantities.
• Plumb extinguishant to an accessory compartment spray ring and arrange discharge to deliver extinguishant into the oil-cooler honeycomb where the oil-cooler airstream discharges into the accessory compartment (Fire Extinguisher System (b)).
• Ensure extinguisher lines and spray rings forward of the firewall are fireproof, permitting only short flexible lengths to be fire-resistant coupled hose assemblies (Fire Extinguisher System (c)).
• For electrically operated bottles, arrange the firing circuit so failure of wiring to any one bottle does not affect remaining bottles (Fire Extinguisher System (d)).

Fluid shut-off and ventilation duties:

• Install shut-off valves in fuel, oil and hydraulic systems immediately to the rear of each nacelle firewall, inserted in lines conveying fluid to engine-driven pumps, and ensure valves are capable of rapid operation in flight (Fluid Shut-off Valves (a)-(b)).
• Modify ventilation systems for generator and magnetos so intake is not from the accessory compartment or adjacent to the exhaust stack; replace ventilation components with fire-proof components where their burning or collapse could permit fire spread (Ventilation (a)-(b)).

Fluid lines and electrical cabling duties:

• Replace all flammable-fluid lines in the accessory compartment with approved flexible fire-resistant hose assemblies or fire-proof rigid lines connected to fire-resistant coupled flexible hose assemblies; replace certain oil lines forward of the firewall with fire-proof lines (Fluid Lines (a)-(b)). The AD includes a note that asbestos-wrapped hose assemblies enclosed in synthetic rubber or PVC sheath may be regarded as fireproof (Fluid Lines Note).
• Ensure wiring forward of the firewall for specified circuits uses PVC-insulated glass-braided cable to Specification AN-J-C-48a or other approved fire-resistant Class II cable: specifically fire detectors, propeller feathering, and starter-circuit portions that could adversely affect propeller feathering (Electric cables (a)). Protect such cables from abrasion, sleeve or enclose unprotected circuits, place cable runs in cooler nacelle parts and avoid clipping cables to engine diaphragms (Electric cables (b)-(d)).

Firewall sealing duties:

• Rework firewall and diaphragm to ensure a complete seal against flame and hot gas transfer (Sealing of Firewall Diaphragm (a)).
• Replace or shroud light alloy fittings and connections on firewall and diaphragm with fire-proof components or shrouds so they do not allow flame penetration or fail in a way that permits flame passage (Sealing of Firewall Diaphragm (b)). Replace sufficient light alloy rivets with steel rivets or bolts to ensure firewall integrity under conditions that would melt light alloy (Sealing of Firewall Diaphragm (c)).

Rights and limited allowances:

• The AD allows retention of existing installations where a portion of extinguishant is discharged into the carburettor air intake, provided not more than 25 per cent of the extinguishant, by weight, enters the intake (Fire Extinguisher System (b) Note). This is an explicit limited exception from the general requirement to plumb extinguishant to accessory compartment spray rings.
• The AD provides alternative acceptable solutions in several places: either continuous detector or six unit detectors (Fire Detectors (a)); either flexible fire-resistant hose assemblies or fire-proof rigid lines (Fluid Lines (a)); and asbestos-wrapped hose assemblies enclosed in synthetic/PVC sheaths may be regarded as fireproof (Fluid Lines Note). These alternatives give implementers discretion to select among prescribed options, subject to obtaining approvals where the AD requires items to be "approved".

Duty to comply deadline:

• All required modifications must be accomplished within 100 hours time in service after 31 March 1984 unless already done (Compliance). The Directive therefore imposes an explicit compliance timetable that operators must meet.

Approval obligations:

• The AD requires use of "approved" detector types and allows cables conforming to Specification AN-J-C-48a or "other cable approved as fire-resistant Class II" for the listed circuits (Electric cables (a)). Where the AD requires "approved" items, implementers must ensure items meet whatever approval regime the issuing authority recognises; the AD text does not itself define the approval process.

Recordkeeping and certification:

• The AD does not specify recordkeeping obligations within its text, but the nature of the modifications and the requirement for approved components imply a need for documentation to demonstrate compliance when inspected under relevant aviation regulations.

The text of the Directive does not specify monetary penalties, criminal sanctions, or specific enforcement procedures. It is issued as an item in the Commonwealth schedule of Airworthiness Directives under the Civil Aviation Regulations 1998 Part 39 (heading included). That placement indicates the AD is promulgated under the airworthiness directive regime provided by those regulations, but the AD text itself only sets mandatory technical and compliance requirements and the completion timeframe.

Enforcement mechanism implied by context:

• The AD is presented as a mandatory airworthiness instruction. In practice, compliance with an AD is monitored by the civil aviation authority and checked during airworthiness inspections, maintenance release processes, and regulatory surveillance. The Directive does not state the enforcement actions or penalties that the authority may impose for non-compliance; the AD text defers to the governing regulatory framework (Part 39) for authority and enforcement.

Compliance timeframe as an enforcement instrument:

• The Directive sets a clear compliance window: complete the modifications within 100 hours time in service after 31 March 1984 unless already accomplished (Compliance). That deadline establishes an enforceable time-limited obligation; failure to meet it would, within the regulatory system, typically affect the aircraft's continued airworthiness status and the legal basis for flight operations, but the AD text does not enumerate the operational or administrative consequences.

No appeals, variances or exemptions described:

• The AD contains no procedure within its text for seeking exemptions, alternate means of compliance, or variances. It also does not specify the process for demonstrating compliance or for the regulator to accept alternative materials, designs or arrangements. The AD does however use the word "approved" for certain parts and accepts some alternative constructions (for example, alternative wiring certified as "other cable approved as fire-resistant Class II" and acceptance of asbestos-wrapped hose assemblies as fireproof), which indicates the expectation of a separate approval process held outside the AD text itself.

Electrical and component approval:

• Specific approval markers are included in the AD, for instance Specification AN-J-C-48a for PVC-insulated glass-braided cable (Electric cables (a)). The AD therefore imposes an approval standard for certain items, and non-compliant materials could be subject to regulatory disallowance.

Implication for maintenance certificates and releases:

• Because the AD prescribes modifications that affect the aircraft's airworthiness, maintenance organisations will need to certify compliance under the prevailing maintenance-release framework. While the AD does not itself describe those administrative steps, the requirement to accomplish the work within a set period implies that maintenance release and airworthiness certification processes will incorporate verification of compliance.

Limitations of what the AD states:

• The Directive does not outline the specific enforcement penalties or administrative procedures. Any penalty, grounding, or regulatory action for non-compliance would rest on the broader Civil Aviation Regulations and the enforcement policies of the competent authority, which are not detailed in the AD text.

The AD is published as part of the Commonwealth of Australia Civil Aviation Regulations 1998, Part 39 Schedule of Airworthiness Directives, which situates it within the statutory airworthiness oversight regime (as printed at the end of the document). The AD text itself does not restate the underlying statutory powers, but its placement in the Part 39 schedule establishes it as an instrument issued under those aviation safety regulations.

Approval and specification references:

• The AD references Specification AN-J-C-48a for PVC-insulated glass-braided cable as an acceptable standard for certain circuits forward of the firewall (Electric cables (a)). That reference links the AD to external technical specifications and standards; compliance therefore requires adherence to recognised industry or regulatory standards beyond the AD's text. Where the AD allows "other cable approved as fire-resistant Class II", it anticipates an approval regime that assesses equivalence to the cited specification. The AD does not provide the approval process in its text, which means the regulator's approval procedures and technical standards from other instruments will apply.

Compatibility with previous amendments:

• The AD is Amdt 2. The Background states Amendment 2 removes the prohibition imposed on the use of free hose and clamps assemblies in Amendment 1, because the prohibition was unnecessary for large-diameter low-pressure applications. Therefore Amendment 2 expressly alters the earlier amendment's prohibition. Implementers must therefore consider both the current AD text and Amendment 1 if interpreting historical actions, but the operative obligations are those in Amdt 2 as published here.

Interaction with certification and airworthiness processes:

• Because the AD affects structural, electrical and fluid systems that are central to airworthiness, the work required will interact with the ongoing maintenance-release, continuing airworthiness and certification processes set out in the Civil Aviation Regulations and associated guidance. The AD does not spell out recordkeeping or reporting obligations; such interactions will be governed by the broader maintenance and airworthiness regulations in Part 39 and other Parts, not reproduced in the AD text.

Material health and safety standards not addressed:

• The AD accepts asbestos-wrapped hose assemblies enclosed in synthetic rubber or PVC sheath as meeting its fireproof standard in a Note (Fluid Lines Note). The AD does not discuss occupational health and safety, environmental or hazardous materials obligations that might bear on continued use of asbestos products. Those requirements are outside the AD text, and compliance with the AD does not negate any additional obligations under other workplace safety or hazardous-materials laws.

Conformance to other design approvals:

• Where the AD requires "approved" detectors and "approved" fire-resistant Class II cable, approval is an external process. Implementers must coordinate with the approving authority or organisations to validate substitutes or alternate designs. The AD itself provides an explicit standard for certain items (e.g., AN-J-C-48a) but otherwise relies on the approved-item process under the broader regulatory framework.

No cross-reference to other specific Acts or penalties:

• The text does not reference any other Acts or list penalty provisions. It is therefore necessary to read the AD alongside the Civil Aviation Regulations and the regulator's enforcement policies to understand the legal and practical enforcement consequences for non-compliance.

The Directive is styled "AD/DC3/15 Amdt 2". The text includes a Background that expressly explains the change effected by Amendment 2: it removes a prohibition that Amendment 1 had imposed on the use of "free hose and clamps assemblies". The Background states the prohibition was unnecessary for large diameter, low pressure applications considering their long satisfactory history. That is the only historical change discussed in the text.

What the background discloses:

• Amendment 2 relaxes a previous ban on free hose and clamps assemblies for certain applications. The reason asserted in the Background is the prohibition was unnecessary for large-diameter low-pressure applications, given their satisfactory operational history. The AD text does not provide the precise wording of Amendment 1 or the original prohibition; it only states that Amendment 2 removes that prohibition.

Presumptive sequence:

• The labelling as Amdt 2 presupposes an original AD (base AD/DC3/15) and Amendment 1 preceding the current amendment. The work required by the Directive as printed contains the substantive technical requirements that are now applicable; the Background clarifies that one aspect of the earlier amendment was rescinded because it was judged unnecessary.

No other amendments recorded in the provided text:

• The AD text does not list dates for Amendment 1, nor does it set out a revision history beyond the statement in the Background. The only explicit compliance date in the text is the operative compliance deadline: completion within 100 hours time in service after 31 March 1984, unless already accomplished (Compliance). The AD itself is dated as "4/84" in the header, which aligns with the compliance start date in March 1984.

Implication for installations done under earlier amendments:

• The Background indicates that installations that complied with Amendment 1's prohibition may no longer be required. Conversely, installations performed prior to Amendment 2 that used "free hose and clamps assemblies" in the large-diameter low-pressure contexts described would not be in breach of the then-current prohibition following Amendment 2. The AD does not require retroactive rework solely to conform to the prior prohibition because the prohibition has been removed.

No further historical narrative:

• The provided AD does not include further legislative or administrative history, consultation records, or amendment rationales beyond the single change described. Any additional amendment history or records would need to be obtained from the civil aviation authority's archive or schedule of directives outside the AD text.

The Directive text contains no reference to litigation, judicial decisions, appeals, or legal challenges. It lists no legal cases, dispute outcomes, or precedential matters. There is therefore no litigation history recorded within the AD itself.

Implications of silence:

• Because the AD does not mention any litigation or challenges, practitioners seeking case law, judicial interpretation, or precedent concerning this specific AD will need to search external judicial and administrative records. The AD text does not assert any judicial rulings upholding, interpreting or invalidating its provisions, nor does it reference prior enforcement actions.

Practical note for counsel and compliance officers:

• In the absence of any listed litigation, reliance must be on the AD's terms as written and on the broader Civil Aviation Regulations for interpretation and enforcement mechanisms. If a party seeks to challenge the AD, or the regulator's reliance on it, relevant avenues and past cases, if any, will have to be identified outside the AD text.

No authority for interpretation in the AD:

• The AD includes technical requirements and certain defined approvals and specifications but contains no interpretation notes that would resolve disputes about, for example, what qualifies as "approved" or how the 25 per cent by-weight limit for extinguisher discharge to carburettor intake is to be measured. Those interpretative issues would, in a dispute, be resolved by the regulator or by the courts, but the AD offers no recorded litigation history on such matters.

Several specific provisions and notes in the AD create latent compliance risks or technical pitfalls that practitioners should note because they affect implementation choices and potential regulatory scrutiny.

1. Duality of options creates documentation risk:

• The AD permits alternatives in several places, for example, either a continuous detector or a minimum of six unit detectors (Fire Detectors (a)), and either flexible fire-resistant hose assemblies or fire-proof rigid lines (Fluid Lines (a)). Compliance with an allowed alternative still requires components to be "approved" where the AD requires approval (Fire Detectors (b); Electric cables (a)). Implementers must document the chosen option and show evidence of approval. Absent clear documentation, inspections may find installations non-compliant.

2. The 25 per cent carburettor intake allowance is measured by weight:

• The AD allows retention of existing installations where extinguishant is discharged into the carburettor air intake if not more than 25 per cent of extinguishant, by weight, enters the intake (Fire Extinguisher System (b) Note). The AD does not describe a test method or measurement procedure for determining the 25 per cent by weight threshold. Operators must therefore be prepared to justify any retention on the basis of an engineering assessment accepted by the regulator; lack of an accepted measurement protocol could expose installations to regulatory challenge.

3. Asbestos is acknowledged as "fireproof" under certain conditions:

• The AD's note in Fluid Lines says a fire-resistant hose wrapped in asbestos lagging enclosed in synthetic rubber or PVC sheath may be regarded as fireproof. This creates a compliance path that relies on a material whose use is restricted or regulated in other health and safety frameworks. The AD does not discuss occupational health or hazardous-materials obligations, which operators may need to reconcile with workplace health and environmental law.

4. Electrical protection and routing specifics can be operationally exacting:

• The AD specifies particular circuits forward of the firewall that must use PVC-insulated glass-braided cable to Specification AN-J-C-48a or other approved Class II cable, including fire detectors, propeller feathering circuits and starter-circuit portions that could affect feathering (Electric cables (a)). It further requires abrasion protection and specific routing (Electric cables (b)-(d)). These constraints may require rewiring, re-routing and re-clipping strategies that are non-trivial, especially in legacy airframes where original cable paths were not designed for such cables.

5. Redundancy demands for extinguisher firing circuits:

• Where extinguisher bottles are electrically operated, the AD requires firing circuitry arranged so wiring failure to any one bottle will not affect the others (Fire Extinguisher System (d)). That requirement mandates a wiring design with redundancy or separation that might not be obvious in existing installations, and may require additional wiring runs, connectors and control logic.

6. Cockpit human-factors prescriptions impose placement constraints:

• The AD requires two red lamps in parallel per nacelle, visibility to both pilot and co-pilot, and spacing sufficient to prevent confusion as to the fire source (Indicators (a)-(b)). It also requires an audible warning device common to all detector circuits that can be silenced and is acoustically distinctive (Indicators (c)). Compliance may require cockpit panel rework or annunciator redesign to meet both spatial and auditory-distinctiveness requirements.

7. Firewall rivet replacement is a structural task:

• The AD requires replacing "a sufficient number" of light alloy rivets with steel rivets or bolts to ensure firewall integrity in the event of alloy melting (Sealing of Firewall Diaphragm (c)). "Sufficient number" is a performance-oriented phrase that leaves the precise scope to engineering judgement and approval. This creates potential for regulatory disagreement over whether the chosen rivet replacement pattern is adequate.

8. Free hose and clamps assembly prohibition removed with limited scope:

• The Background states Amendment 2 removes the prohibition on free hose and clamps assemblies imposed in Amendment 1 for large-diameter low-pressure applications. Implementers must ensure that any application of free hose and clamps assemblies nevertheless conforms to the AD's other fireproofing, routing and protection requirements, and that the application is indeed within the large-diameter low-pressure contexts contemplated.

9. No explicit testing protocols provided:

• While the AD requires a cockpit test switch that checks circuit protection, indicator lamps and continuity of detector wiring (Detector Circuits (b)), it does not specify frequency or test procedures for repeated checks beyond the in-cockpit switch. Operators must create procedures to meet the regulatory intent and satisfy inspectors.

10. Timing and historical date:

• Compliance is required within 100 hours time in service after 31 March 1984. The Directive is historical in date. For aircraft that have not yet implemented the AD, the deadline itself indicates that the AD was intended to be accomplished promptly after issuance. Any contemporary compliance assessment will need to verify whether the work was performed historically and whether subsequent maintenance has preserved the required standards.

This section provides a practical compliance checklist directly mapped to the AD text. Each step references the relevant requirement so implementers can document and demonstrate compliance.

1. Applicability check

• Confirm the aircraft is a Douglas DC3 series model covered by the AD (Applicability: All models). If so, the AD applies.

2. Project planning and approvals

• Prepare a modification programme that lists each required change in the AD, identify parts and approvals needed (e.g., approved detectors, extinguishant bottles, Specification AN-J-C-48a or approved Class II cables). Seek necessary approvals from the civil aviation authority for any "other cable approved as fire-resistant Class II" or for alternate materials or arrangements not explicitly specified by the AD (Electric cables (a)).

3. Fire detection installation

• For each engine nacelle, install either a continuous detector or at least six unit detectors in the accessory compartment. Mount detectors or portions of continuous detectors at suitable locations on or near the forward face of the firewall and distribute them evenly about the nacelle axis. If the oil-cooler airstream discharges into the accessory compartment, install at least one detector or portion of the continuous detector in the airstream path (Fire Detectors (a)-(b)).
• Use only approved detector types; record approval documentation (Fire Detectors (b)).

4. Detector circuit and cockpit testing provision

• Provide separate independent detector circuits for each nacelle, and install a test switch in the cockpit for each detector circuit. Wire the test switch to check circuit protection, indicator lamps and wiring continuity when operated (Detector Circuits (a)-(b)).
• Functional acceptance test: operate the test switch and record that circuit protection trips or indications occur as designed, both indicator lamps respond or circuit continuity is proven, and wiring continuity tests pass.

5. Cockpit indicators and audible warning

• Install separate indicators for each nacelle in the cockpit, each consisting of two red lamps connected in parallel. Position lamps so they are visible to both pilot and co-pilot and place them sufficiently apart to prevent confusion as to the fire source (Indicators (a)-(b)).
• Install a common audible warning device for all detector circuits that can be silenced and is acoustically distinctive compared to other cockpit warnings (Indicator (c)). Validate distinctiveness by comparison with existing cockpit warnings and document the test.

6. Fire extinguisher system modification

• Ensure each nacelle has two separate extinguishant charges. Each charge must be at least 7 pounds of CO2 or 6 pounds of methyl bromide (Fire Extinguisher System (a)). Procure bottles that meet mass requirements and approvals.
• Plumb extinguishant to an accessory compartment spray ring. Where the oil-cooler airstream discharges into the accessory compartment, route spray lines so an adequate amount of extinguishant discharges into the oil-cooler honeycomb (Fire Extinguisher System (b)). Record piping diagrams and spray-ring placements.
• Ensure extinguisher lines and spray rings forward of the firewall are of fireproof construction; allow short flexible lengths to be fire-resistant coupled hose assemblies (Fire Extinguisher System (c)). Note the AD's allowance to retain existing installations that discharge to the carburettor intake if not more than 25 per cent by weight enters the intake; quantify and document any such retention (Fire Extinguisher System (b) Note).
• For electrically operated bottles, design firing circuitry so a wiring failure to any one bottle does not affect the remaining bottles. Include redundancy or separation in wiring design and document circuit diagrams and failure mode analyses (Fire Extinguisher System (d)).

7. Fluid shut-off valves

• Install shut-off valves in fuel, oil and hydraulic lines immediately to the rear of each nacelle firewall, inserted in lines to the appropriate engine-driven pumps. Ensure valves are operable rapidly in flight; define cockpit or remote controls and test actuation time and reliability (Fluid Shut-off Valves (a)-(b)).

8. Ventilation modifications

• Modify generator and magneto ventilation so intake is not from the accessory compartment or adjacent to the exhaust stack. Replace ventilation tubes and ducts with fire-proof components where burning or collapse could permit fire spread to the accessory compartment (Ventilation (a)-(b)). Document revised ventilation drawings and materials used.

9. Fluid lines replacement

• Replace all lines carrying flammable fluids or gases within the accessory compartment with approved flexible fire-resistant hose assemblies or fire-proof rigid lines connected to fire-resistant coupled flexible assemblies. Replace lines from the oil tank to the propeller-feathering pump and the oil-tank drain line that lie forward of the firewall with fire-proof lines (Fluid Lines (a)-(b)). If using asbestos-wrapped hose assemblies enclosed in synthetic rubber or PVC sheath, retain documentation per the AD's note that such construction may be regarded as fireproof (Fluid Lines Note).

10. Electrical cabling

• For wiring forward of the firewall, use PVC-insulated glass-braided cable to Specification AN-J-C-48a or other approved fire-resistant Class II cable for circuits: fire detectors, propeller feathering, and starter-circuit portions that could adversely affect propeller feathering (Electric cables (a)). Protect glass braided cables from abrasion by wrapping with PVC tape, shrouding with PVC tubing, or other approved means (Electric cables (b)). Sleeve cables in unprotected circuits individually in PVC tubing or enclose in metal conduit, protecting glass braided cables from abrasion before enclosing (Electric cables (c)). Install cables in cooler parts of the nacelle and arrange runs so they are not exposed to mechanical damage or clipped directly to the engine diaphragm (Electric cables (d)).
• Validate cable installation by inspection and continuity, insulation-resistance and functional tests for the supported systems.

11. Firewall and diaphragm sealing and reinforcement

• Seal all gaps and holes in firewall and diaphragm with fire-proof material (Sealing of Firewall Diaphragm (a)). Replace or shroud light alloy fittings and connections on the firewall and diaphragm with fire-proof components or adequate shields so their failure will not permit flame penetration (Sealing of Firewall Diaphragm (b)). Replace sufficient light alloy rivets with steel rivets or bolts to ensure firewall remains intact under temperatures that might melt light alloy (Sealing of Firewall Diaphragm (c)). Prepare engineering substantiation for the rivet replacement scheme and get any required approvals.

12. Testing, verification and records

• Run the cockpit test switches for each detector circuit to verify circuit protection, indicator lamps and continuity. Test the audible warning device, ensure silence capability functions and verify it is distinct from other cockpit warnings (Detector Circuits (b); Indicators (c)).
• Perform system-level functional checks for extinguisher discharge paths (without live discharge where appropriate), shut-off valve actuation in flight-simulated conditions, ventilation intake location verification, cable routing and abrasion protection inspection, and firewall integrity checks.
• Document all installations, part numbers, approvals, test results, wiring diagrams and structural drawings in the aircraft maintenance records. Although the AD does not specify the record format, retention of comprehensive proof of compliance will be necessary for airworthiness inspections and regulatory review.

13. Compliance deadline

• Ensure the modifications are completed within 100 hours time in service after 31 March 1984 unless already accomplished (Compliance). If historical records show compliance was completed before the deadline, verify and collate the documentation to demonstrate compliance.

14. Liaise with regulator where approvals or interpretations are needed

• For any uncertainty around "approved" parts, equivalence to Specification AN-J-C-48a, acceptable measurement of the 25 per cent extinguishant-to-intake threshold, or what constitutes a "sufficient number" of rivet replacements, seek regulator guidance or formal approval prior to proceeding.

Checklist summary (minimum):

• Approved detectors installed and wired per nacelle
• Independent detector circuits with cockpit test switches
• Separate indicators per nacelle, two red lamps per indicator, cockpit visibility confirmed
• Audible warning device installed and tested for distinctiveness and silenceability
• Two extinguishant charges per nacelle, correct mass, plumbed to spray ring and oil cooler honeycomb as required; firing circuit redundancy

Conclude by collating the documents: work orders, parts certificates, test results, wiring diagrams and maintenance-release entries showing compliance within the AD timeframe.
