What it does
This Airworthiness Directive (AD/DAUPHIN/96) imposes mandatory inspection, measurement, and replacement actions on specific Eurocopter AS 365 N3 helicopters equipped with CPI 503 Crash Position Indicator (CPI) beacon components. The instrument is a regulatory order issued under delegation from the Civil Aviation Safety Authority (CASA). It becomes effective on 29 May 2008 and applies immediately to all affected helicopters in the Australian civil aircraft register.
Mechanically, the AD requires operators to do two things based on the helicopter’s configuration. First, for helicopters fitted with a hoist or a sling - including removable parts of those installations - the operator must identify CPI 503 beacon components listed by serial number in Eurocopter Alert Service Bulletin (ASB) AS365 No. 25.00.91 dated 26 May 2008 (or later EASA approved revision). Components whose serial numbers are not followed by a letter “C” must have their electrical bonding measured according to the instructions in paragraph 2.B.2 of that ASB. The detailed measurement procedure is set out in H.R. Smith Service Bulletin HRS170407-2 dated 20 March 2007, attached as Appendix 1 to the Eurocopter ASB. If the bonding measurement meets the criteria in paragraph 3 of that SB, the operator marks a “C” after the serial number and no further action is required. If the measurement fails, the operator must: disengage the hoist or sling circuit breakers, install a placard in full view of the flight crew prohibiting hoist and sling operation, and replace the affected CPI beacon components with serviceable parts. Operation of the hoist and sling is prohibited until replacement.
Second, for helicopters fitted only with fixed parts of hoist or sling installations (structural provisions, not actual removable equipment), the same identification and bonding measurement is required, but the consequences diverge. If the measurement fails, the affected components must be replaced. There is no prohibition on hoist or sling operation because no hoist or sling is actually installed. A further restriction applies to spare CPI beacon components: any component listed in the ASB whose serial number lacks a “C” may not be installed on any helicopter as a replacement part unless it passes the bonding measurement and is marked accordingly.
