What it does
This instrument is an airworthiness directive amendment addressing stage 2 turbine aft cooling plates on certain General Electric CT7 turboprop engines. Mechanically, it requires a one‑time eddy current inspection (ECI) of specific stage 2 turbine aft cooling plates identified by part number and serial number in GE Alert Service Bulletin (ASB) No. CT7‑TP S/B 72‑A0464, Revision 4, dated 12 December 2005, where those parts will be returned to service. The affected part numbers are 6064T07P01, 6064T07P02, 6064T07P05 and 6068T36P01. The required inspection procedure is to be performed using the steps set out at 3.B.(1) through 3.B.(3) of GE ASB No. CT7‑TP S/B 72‑A0464, Revision 4, or later FAA approved revisions of that ASB (Requirement paragraph 1).
If a cooling plate does not meet the Return to Service Criteria in the ASB, the AD prescribes two replacement options: replace with a new plate whose serial number is not listed in Section 4, Appendix A of the ASB, or replace with a cooling plate that meets the ASB acceptance criteria (Requirement paragraph 2a and 2b). From the effective date, installation of any stage 2 turbine aft cooling plates with serial numbers identified in Section 4, Appendix A is prohibited unless the plate has been inspected in accordance with 3.B.(1) through 3.B.(3) of the ASB (Requirement paragraph 3).
Timing and scope are specified: the ECI must be done at the next engine or hot section module shop visit, but before accruing an additional 6,000 cycles‑in‑service after the AD becomes effective, unless already done (Compliance item 1). The AD is an amendment effective 7 June 2007 and supersedes the prior FAA AD 2005‑18‑01. It cites background incidence reports of six cracked stage 2 turbine aft cooling plates and states the actions are intended to prevent plate separation that could result in an uncontained engine failure and aircraft damage (Background).
