What it does
This document is an Airworthiness Directive (AD) titled AD/CONVAIR/24 dated 6/2006, issued by the Civil Aviation Safety Authority and signed by James Coyne on 28 April 2006, which becomes effective on 8 June 2006. The AD mandates inspection and, where necessary, replacement of the main landing gear drag strut pivot bolt assembly on General Dynamics (Convair) Models 340 and 440 aeroplanes, including those converted to turboprop power, that are fitted with specified pivot bolt part numbers (P/Ns). The AD sets out five discrete requirements (labelled Requirement 1 through Requirement 5 in the source) and corresponding compliance timeframes (labelled Compliance 1 through Compliance 5). Requirement 1 requires an inspection using magnetic particle inspection procedures in accordance with Paragraph 2, "Accomplishment Instructions" of General Dynamics, Convair Division, Service Bulletin 640(340D)32-14 dated 10 October 1986, or a later FAA approved revision. Requirement 2 prescribes reinstalling the bolt and repeating the inspection when no cracks are found. Requirement 3 requires replacement of the bolt prior to further flight if any crack is found, with an authorised list of replacement P/Ns. Requirement 4 and Requirement 5 prescribe continuing inspection regimes depending on which replacement P/N is installed. The AD explicitly identifies installation of P/N 340-5110105-5 as a terminating action for the repetitive inspections required by the AD. The AD includes a cross-reference note that "FAA AD 87-17-10 Amdt 39-5715 refers."
Mechanically, the AD changes operators' maintenance obligations by: (a) imposing an initial mandatory inspection within a specified time window after the AD's effective date (Compliance 1: within 500 hours time-in-service); (b) imposing recurring inspection intervals (Compliance 2: at intervals not to exceed 500 hours time-in-service since the last bolt inspection); (c) requiring immediate replacement prior to further flight if cracking is detected (Compliance 3); and (d) establishing different initial inspection windows after installation of particular replacement bolts (Compliance 4: within 3,000 hours TIS for P/Ns 340-5110105 or 340-5110105-1, Compliance 5: within 8,000 hours TIS for P/N 340-5110105-3), with all replacement bolts then subject to the 500 hour repeat interval thereafter. The AD declares its safety objective: to prevent failure of the main landing gear drag strut pivot bolt and possible subsequent main landing gear collapse.
