What it does
This instrument is an Airworthiness Directive titled AD/CONVAIR/15, issued by the Civil Aviation Safety Authority (CASA) and effective 11 May 2006. It prescribes mandatory inspection and replacement steps for the nose landing gear uplock quadrant lug on certain Convair-series aeroplanes operated under the Kelowna Flightcraft (General Dynamics/Convair) configuration list. The directive applies to Model 240, 340 and 440 aircraft, and to all such aircraft converted to turbopropeller power (Applicability). The core actions required are: remove the AN3-21 bolt that attaches the nose landing gear uplock release cable clevis and the emergency release cylinder to the uplock assembly; inspect the aluminium uplock quadrant part number (P/N) 240-5250109-6 for cracks using a 2x or stronger magnifying glass or dye penetrant method; and if cracks are found, before further flight, replace the quadrant with either a new aluminium quadrant P/N 240-5250109-6 or a steel quadrant P/N 240-5250109-9 (Requirement 1.a-1.c). If a new aluminium quadrant is installed, the directive requires repeating Requirements 1.a through 1.d at specified intervals (Requirement 1.c). After replacement or inspection, the AN3 bolt is to be reinstalled and the uplock rigging checked in accordance with the applicable maintenance manual (Requirement 1.d). The directive also requires retirement of the aluminium quadrant P/N 240-5250109-6 at a specified interval (Requirement 2; Compliance 2). The document expressly states that installation of the steel quadrant P/N 240-5250109-9 constitutes terminating action for the directive (Note 1). The directive refers to FAA AD 77-10-11 Amdt 39-2905 (Note 2). The text sets out initial and recurrent timing: an inspection within 60 hours time in service after 11 May 2006 and thereafter at intervals not exceeding 60 hours time in service until a steel quadrant is installed; if a new aluminium quadrant is installed, the inspections set out in 1.a-1.d are to be carried out at intervals not to exceed 600 hours time in service; and aluminium quadrants are to be retired before reaching 1,200 hours time in service (Compliance). The document is signed by David Villiers, Delegate of CASA (31 March 2006).
