What it does
This instrument is an Airworthiness Directive (AD) designated AD/CONVAIR/14, dated 5/2006, that mandates inspection and corrective action for specific main landing gear (MLG) beam webs on Convair/General Dynamics Model 340 and 440 aeroplanes, including those converted to turboprop power. The AD prescribes: (a) an inspection method, specifically dye penetrant inspection procedures "in accordance with General Dynamics 640 (340D) Service Bulletin No. 57-3, dated 17 April 1970"; (b) the exact parts to be inspected, namely beam webs P/N 340-1650551-7, -8, -53 and -54; and (c) decision rules and remedial options that depend on the length and location of detected cracks. The instrument became effective on 11 May 2006 and is signed by David Villiers as Delegate of the Civil Aviation Safety Authority.
Mechanically, the AD imposes a structured compliance regime. It requires an initial dye-penetrant inspection for crack indications in the “upper flange radius area” of the listed beam webs (Requirement 1). If no cracks are found, the inspection must be repeated at intervals not to exceed 500 hours time in service (TIS). If cracking is detected, the AD prescribes three concrete outcome pathways: immediate replacement before further flight where cracking exceeds specified size or location limits (Requirement 3.a); stop-drill and reinspect at short intervals where cracks are small and chordwise (Requirement 3.b.(i)); or either replacement or stop-drill plus reinforcement where cracks fall in an intermediate band (Requirement 4). The AD cross-references Procedures in the manufacturer’s Service Bulletin sections 2.(B)(3) and 2.(B)(4) for stop-drilling and reinforcement work.
The AD sets the initial compliance window: unless the initial inspection had already been accomplished, it must be done within 50 hours TIS after 11 May 2006, except where an equivalent inspection had been done within the last 450 hours TIS. Smaller-crack reinspection intervals are specified as not to exceed 50 hours TIS until reinforcement or replacement; other reinspections are capped at 500 hours TIS. The AD also includes a note that it refers to FAA AD 70-12-01 Amdt 39-1000.
