What it does
This instrument is an Airworthiness Directive titled AD/CONVAIR/13, issued for Kelowna Flightcraft (General Dynamics/Convair) series aeroplanes. It imposes mandatory inspection, mitigation and replacement requirements for the main landing gear trunnion fittings, part number 340-8510109, on Model 340 and Model 440 aircraft and any such models converted to turboprop power (Applicability). The Directive prescribes a dye-penetrant inspection method in accordance with General Dynamics 640 (340D) Service Bulletin No. 57-4, dated 25 May 1970, to detect crack indications in the outboard fitting face and the inboard boss area, with a focus on the upper area of the fitting above the boss radius (Requirement 1).
The Directive sets out conditional remedial actions depending on crack detection: immediate replacement where cracking exceeds 2 inches or any crack is detected in the trunnion boss face (Requirement 3(a)); either replacement or stop-drilling with a 0.25-inch drill and daily reinspection for cracks where cracking is over 1 inch but less than 2 inches (Requirement 3(b)); and either replacement or stop-drilling with a 0.25-inch drill and reinspections at intervals not exceeding 50 hours time in service for cracks of 1 inch or less (Requirement 3(c)). Where clearance prevents use of a 0.25-inch drill, the Directive permits a 0.1875-inch drill (Note 1). Stop-drilled fittings must be replaced; a stop-drilled crack that progresses can be stop-drilled again provided the total crack length remains under 2 inches, but must be replaced once the crack reaches 2 inches or more (Requirement 4 and accompanying paragraph).
Compliance timing is specified: an initial inspection is required within 50 hours time in service after 11 May 2006 unless an inspection was already accomplished within the previous 450 hours time in service; thereafter inspections recur at intervals not to exceed 500 hours time in service (Compliance 1 and 2). If a crack is found that triggers immediate action, replacement must occur before further flight (Compliance 3). Stop-drilled fittings are to be replaced within 500 hours time in service from the initial stop-drilling (Compliance 4). The Directive becomes effective on 11 May 2006 and is signed by David Villiers, Delegate of the Civil Aviation Safety Authority, dated 29 March 2006. The Background statement asserts that the FAA requires inspections to detect cracks and prevent failure of these trunnion fittings.
