What it does
This Airworthiness Directive, AD/CON/87 Amdt 2 (Superior Air Parts - Cylinder Assemblies), requires operators and maintainers to identify, inspect and remove from service certain Superior Air Parts (SAP) PMA cylinder assemblies installed in specific Teledyne Continental Motors (TCM) 470, 520 and 550 series reciprocating engines. The AD identifies the affected cylinder assembly part numbers (P/Ns) and requires that operators determine the installed P/N and then check serial numbers (S/Ns) against the list and procedure set out in Superior Air Parts Mandatory Service Bulletin B06-01 Revision E dated 24 January 2007. Where a cylinder assembly is both within the AD applicability by P/N and listed by S/N in the SAP MSB, the AD requires that cylinder assembly be removed from service (Requirement 1). The AD also prohibits installation of any cylinder assembly that has the P/Ns and S/Ns identified in Requirement 1 into any engine (Requirement 2).
The AD sets the compliance timing as before the cylinder assemblies reach 150 hours total time in service (TTIS) (Compliance 1). It expressly permits the issue of special flight permits to ferry aircraft with cylinder assemblies that already exceed 150 hours TTIS to a maintenance base (Note 3). The amendment is effective 7 June 2007, and the Background records that the AD follows discovery of multiple separated SAP cylinder assemblies installed in TCM engines and one separated assembly in Lycoming engines. The stated safety intent is to prevent cylinder separation that can lead to engine failure, possible engine compartment fire, and damage to the aeroplane (Background). The AD also notes it corrects the manufacturing date range based on FAA AD 2007-04-19R1 and makes editorial changes (Background).
Mechanically, the instrument imposes two operational obligations on aircraft operators and maintenance organisations: a mandatory identification and S/N check, and mandatory removal and prohibition on reinstallation for parts that meet both P/N and S/N criteria. The MSB referenced provides the specific S/N identification procedure; the AD incorporates that external document by reference for the operative inspection and removal steps (Requirement 1).
