What it does
This Airworthiness Directive (AD/CL-600/94, dated 3/2008) mandates a physical modification to fuel tank electrical bonding on a defined population of Bombardier (Canadair) CL-600-2B19 (Challenger) aeroplanes. The Directive requires operators to modify bonding jumpers inside the wing and centre fuel tanks in accordance with the Accomplishment Instructions of Bombardier Service Bulletin (SB) 601R-28-055, Revision D, dated 17 July 2006, or later revisions approved by the Chief, Continuing Airworthiness, Transport Canada. The Directive sets a compliance window of within 5,000 hours time in service after the Directive’s effective date, and it becomes effective on 13 March 2008.
The applicability is narrowly defined by serial number: Model CL-600-2B19 aircraft, serial numbers 7003 through 7067, and 7069 through 7929. The Directive explicitly excludes earlier SB material as sufficient: Note 1 states that modification in accordance with the original issue, Revision A or Revision B of the SB does not satisfy the Directive. Note 2 cross-references Transport Canada AD CF-2007-34. The Directive is signed by a delegate of the Civil Aviation Safety Authority (CASA), Charles Lenarcic, dated 21 January 2008, and its Background explains the safety rationale: a system safety review found insufficient electrical bonding for lightning protection at certain locations inside the fuel tanks and identified unnecessary existing bonding jumpers across self-bonded couplings. The assessed hazard is that insufficient bonding could lead to arcing and a potential ignition source inside the fuel tank during lightning strikes, with consequent risk of explosion. The Directive therefore mandates modification of certain bonding jumpers inside the fuel tanks to correct the unsafe condition.
