What it does
This instrument is an Airworthiness Directive (AD) directed at Bombardier (Canadair) CL-600-2B19 series aeroplanes. It mandates a physical modification to the Fuel Quantity Gauging System (FQGS) electrical harness routing on identified serial-numbered aircraft. The AD specifies the method of compliance, the acceptable service bulletin reference, an alternative compliance path for earlier approved work, the compliance interval measured in aircraft time in service, the parties with approval authority for future revisions, and cross-reference to a Transport Canada AD.
Concretely, the AD requires operators to "Modify the Fuel Quantity Gauging System (FQGS) harness routing according to the Accomplishment Instructions of Bombardier Service Bulletin (SB) 601R-28-059, Revision E, dated 29 October 2007, or later revisions approved by the Chief, Continuing Airworthiness, Transport Canada." The AD makes clear that earlier modifications performed in accordance with the original issue or Revisions A through D of that SB, completed prior to the Directive’s effective date, satisfy the requirement. Compliance is not calendar-based; the Directive requires the modification "Within 10 000 hours time in service after the effective date of this Directive." The AD became effective on 13 March 2008.
The AD sets out the unsafe condition that motivated the mandate: a system safety review against updated fuel tank safety standards identified that the FQGS harness is routed alongside other electrical harnesses (28 VAC, 28 VDC and 115 VAC), creating a potential chafing condition that could raise surface temperatures of probes and high level sensors inside the fuel tank and thereby create an ignition source and consequent fuel tank explosion. The AD records Transport Canada AD CF-2007-36 as a related reference and names Charles Lenarcic, Delegate of the Civil Aviation Safety Authority, as the signatory (21 January 2008).
