What it does
This instrument is an airworthiness directive (AD) that mandates a hardware modification to certain Bombardier Inc. Model CL-600-2B19 (Challenger) aeroplanes. Mechanically, the AD requires operators to replace the fuel tube couplings located inside the wing and centre fuel tanks with redesigned couplings, performed in accordance with the Accomplishment Instructions of Bombardier Service Bulletin (SB) 601R-28-054, Revision A, dated 7 August 2006, or any later revision explicitly approved by the Chief, Continuing Airworthiness, Transport Canada (Requirement). The AD identifies a specific set of serial numbers to which the mandate applies (Applicability). The compliance clock is a flight-hour based mandatory window of 5000 flight hours measured from the AD’s effective date (Compliance). The AD becomes effective 20 December 2007 (Compliance; effective date line).
The stated safety problem that the AD addresses is inadequate electrical bonding and insufficient lightning current capability of certain self-bonded fuel tube couplings. Bombardier’s system safety review and lightning tests (as reported in the AD Background) found that particular self-bonded couplings could fail to carry lightning current, that single failure of bonding wires or excessive axial clearance at reducer ferrules could compromise electrical bonding between fuel tubes, and that those failure modes could create an ignition source inside fuel tanks during lightning strikes, with potential to cause a fuel tank explosion (Background). The AD therefore prescribes replacement with redesigned couplings to remove that identified unsafe condition (Requirement; Background).
The AD cross-references Transport Canada rulemaking and policy processes that led to the assessment: Chapter 25 of the Transport Canada Airworthiness Manual (introduced by NPA 2002-043) and Transport Canada Policy Letter No. 525-001 were used in the assessment that determined whether mandatory corrective action was necessary (Background). The AD also notes a Transport Canada AD number (CF-2007-23 dated 18 October 2007) as a related document (Requirement, Note). The AD is signed by a delegate of the Civil Aviation Safety Authority on 25 October 2007, showing the instrument’s issuance within the Australian regulatory framework (signature block).
