What it does
This instrument is an airworthiness directive (AD) amendment that requires a physical modification to the elevator Power Control Unit (PCU) system on specified Bombardier CL-600 Challenger aeroplanes. Mechanically, it mandates installation of a new Elevator PCU centering mechanism on the elevator torque tube in accordance with the Accomplishment Instructions in Part 2 of Bombardier Aerospace Service Bulletin 670BA-27-042, Revision B, dated 2 June 2009, or a later revision approved by the Chief, Continuing Airworthiness, Transport Canada (Requirement).
The directive applies to a precise subset of CL-600 Challenger variants and serial numbers: Bombardier Inc. Models CL-600-2C10, serial numbers 10003 to 10259; CL-600-2D15 and CL-600-2D24, serial numbers 15001 to 15099 (Applicability). Operators of those aeroplanes must complete the physical installation within 6,000 flight hours after the effective date of the AD (Compliance). The AD became effective on 24 September 2009 and is signed by a delegate of the Civil Aviation Safety Authority (James Coyne) on 2 September 2009.
The AD includes a compliance caveat for earlier editions of the referenced service bulletin. Incorporation of the original issue of Bombardier SB 670BA-27-042 (dated 14 October 2008) or Revision A (8 January 2009) will meet the directive’s intent only if an associated Bombardier Repair Engineering Order (REO 670-27-31-001) or a Service Non-Incorporated Engineering Order (SNIEO S01 or S02 from kit drawing KBA670-93702) is incorporated at the same time (Requirement). The AD also cross-references Transport Canada AD CF-2009-28R1 dated 14 August 2009 (Note).
In short, the AD changes the aircraft by requiring a specific retrofit to the elevator torque tube centring mechanism to address sustained oscillations observed during PCU functional checks, and it prescribes the acceptable technical documents and timetable for that retrofit (Background; Requirement; Compliance).
