What it does
This Airworthiness Directive, AD/CL-600/118, mandates a specific maintenance-schedule revision for a subset of Bombardier (Canadair) CL-600 (Challenger) series aeroplanes. The operative requirement is to "Revise the Transport Canada approved maintenance schedule by incorporating the discard task, Task Number 21-51-21-13, for the bulkhead check valves, P/N 92E20-3 and 92E20-4" (Requirement). The discard task was introduced by Temporary Revision (TR) 1-2-39, dated 12 December 2008, to the Maintenance Requirements Manual, CSP A-053, Part 1, Maintenance Review Board Report, Section 2, System and Powerplant Program (Requirement). The AD applies to Bombardier Inc. Model CL-600-2B19, Serial Numbers 7003 and subsequent (Applicability). Compliance is required within 60 days after the AD’s effective date, unless already accomplished (Compliance). The AD’s effective date is 24 September 2009 (Compliance). The directive is signed by James Coyne, Delegate of the Civil Aviation Safety Authority, and dated 14 August 2009 (signature block).
Mechanically, the AD replaces an earlier recurring-inspection regime with a periodic discard requirement. Background material in the AD explains that a previously mandated 4,000 flight-hour repetitive inspection task (originating in AD/CL-600/80 and Transport Canada AD CF-2003-05R1) "has since been superseded by a 3,000 flight-hour periodic discard task for these bulkhead check valves" (Background). The AD therefore requires the approved maintenance schedule to be updated to reflect the discard task and explicitly states it supersedes the instructions detailed in Corrective Actions, Part A, of Transport Canada AD CF-2003-05R1, which had been previously mandated by AD/CL-600/80 (Background).
In short, the AD changes the mandatory maintenance policy for bulkhead check valves P/N 92E20-3 and 92E20-4 on CL-600-2B19s (SN 7003 onward) from a repetitive-inspection approach at 4,000 flight-hour intervals to a discard (replace) approach at 3,000 flight-hour intervals, and requires operators to update their Transport Canada approved maintenance schedule within a fixed 60-day window from the AD’s effective date.
