What it does
This Airworthiness Directive (AD/CL-600/105, 1/2009) requires owners/operators of specified Bombardier Challenger CL-600 series aeroplanes to revise their Transport Canada approved Maintenance Schedule to incorporate new inspection tasks addressing wear in the Engine Throttle Control Gearbox (ETCG) rack and pinion mechanism. The AD identifies the specific maintenance tasks to be added: Task 76-10-00-101 must be incorporated into Section 5-10-30 of PSP 601-5 TLMC for the CL601 variant and into Section 5-10-30 of PSP 601A-5 TLMC for the CL601-3A and CL601-3R variants, and Task 76-11-00-101 must be incorporated into Section 5-10-40 of the CL604 TLMC (Requirement).
Compliance is mandated within 30 days after the AD’s effective date (Compliance). The AD sets an effective date of 15 January 2009 and instructs that initial compliance with the newly introduced TLMC tasks is to be carried out in accordance with the phase-in schedules shown in the applicable Temporary Revisions (TRs): TR 5-236 for CL601 variants and TR 5-2-40 for CL604 (Requirement; Compliance). The AD expressly notes that prior compliance with the superseded TLMC TRs , TR 5-224 for CL601 and TR 5-2-31 for CL604 , satisfies the intention of the AD (Requirement).
The AD situates the maintenance requirement against a safety background: it records reported incidents of throttle jam and engine shutdowns attributed to premature wear of the ETCG rack and pinion mechanism of part numbers P/N 2100140-005 and P/N 2100140-007 installed on CL-601 and CL-604 aeroplanes. Bombardier had issued Service Bulletins (SB 601-0583 for CL601/601-3A,-3R and SB 604-76-004 for CL604) introducing periodic inspection of the affected rack and pinion mechanisms; the AD incorporates the corresponding inspection tasks into the TLMCs via the TRs identified above (Background; Requirement). The AD was issued by the Civil Aviation Safety Authority, signed by James Coyne, Delegate of CASA, dated 27 November 2008 (signature block).
