What it does
This Airworthiness Directive (AD/CFM56/28, 3/2009 DM) requires operators of specified CFM56-7B turbofan engines to change their approved operator maintenance programmes to capture newly-introduced low cycle fatigue (LCF) life limits for certain low pressure turbine (LPT) rear frames and, where life history cannot be positively established, to either replace the LPT rear frame or perform mandated inspections. The AD becomes effective on 28 January 2009 (stated in the AD text). The requirement is delivered in two discrete obligations.
First, Requirement 1 directs operators to amend the approved operator maintenance programme to "incorporate the new LCF life limits for LPT rear frame P/N" followed by a specific list of part numbers, in "accordance with the CFM56-7B ESM chapter 05 Temporary Revision (TR) 05-0097, 05-0098, and 05-0099, as applicable or subsequent revisions of the Engine Shop Manual following Revision 38 that incorporate these Temporary Revisions." The AD therefore makes those ESM Temporary Revisions the source of the mandatory life limits to be reflected in the operator’s approved maintenance documentation (this is Requirement 1 in the AD).
Second, Requirement 2 addresses uncertainty in life history: if "the number of total cycles accumulated by a LPT rear frame" of any listed part number "cannot be positively established," the operator must either remove and replace the LPT rear frame or "perform the inspections in accordance with CFM56-7B Service Bulletin S/B 72-0558 revision 2, or CFM56-7B Service Bulletin S/B 72-0579 revision 4, as applicable." The AD states that the use of later approved revisions of those Service Bulletins is acceptable for compliance.
The AD sets specific compliance windows: Requirement 1 must be complied with "within 30 days after the effective date of this AD"; Requirement 2 must be complied with "within 300 cycles after the effective date of the AD." The AD's Applicability clause lists the affected CFM56-7B engines and enumerates the LPT rear frame part numbers. The AD also supplies background information: the listed LPT rear frames were introduced by CFM56-7B Service Bulletin S/B 72-0527 revision 02 (21 January 2008) as reworked older frames; prior to the specified Engine Shop Manual Temporary Revisions (issued 19 September 2008) those frames were not subject to a life limit nor to a mandatory inspection. The AD was signed by James Coyne, Delegate of the Civil Aviation Safety Authority, on 23 January 2009.
