What it does
This instrument is an Airworthiness Directive (AD) issued by the Civil Aviation Safety Authority (CASA) identifying a specific safety risk on a defined set of CFE Company turbofan engines and mandating inspection, repair or removal and replacement of parts according to a named manufacturer service bulletin. The AD (AD/CFE 738/4, dated 3/2006) applies to CFE Model CFE738-1-1B turbofan engines, part number 3050000-5, fitted with gas generator modules P/N 6091T09G01 with the list of serial numbers 800421-800430 (inclusive) as stated in the Applicability table. The AD requires operators and maintainers to inspect the stage 2 high pressure turbine (HPT) aft cooling plate for surface nicks, dents and scratches on surface D, to repair those parts with indentation 0.003 inch deep or less, to remove from service before further flight any aft cooling plates that exceed acceptance limits set out in the referenced CFE Alert Service Bulletin (ASB), and to inspect and remove raised metal on the stage 2 HPT rotor disk post aft mating surface where present. The requirement text references specific paragraphs in CFE ASB No. CFE738-A72-8031, Revision 4, dated 27 March 2002 (paragraphs 2.B.(1) and 2.B.(2)) as the technical means for inspection, repair and removal decisions.
Compliance is tied to maintenance access and engine life: the AD must be carried out at the next shop visit at which the HPT assembly is sufficiently disassembled to afford access to the stage 2 HPT aft cooling plate, but in any event not later than 4,500 part cycles-since-new. The AD became effective on 16 March 2006 and is signed on behalf of CASA by a Delegate, James Coyne (1 February 2006). The Background statement in the AD explains the intended safety outcome: prevention of stage 2 HPT aft cooling plate failure, which could lead to an uncontained engine failure and aeroplane damage. The AD also notes a cross-reference to FAA AD 99-27-16R1 Amdt 39-12791. In short, the instrument converts a manufacturer bulletin and identified engine serial-number cohort into a mandatory regulatory action with a defined compliance trigger and deadline.
