What it does
This instrument is an Airworthiness Directive (AD) issued by the Civil Aviation Safety Authority (CASA) addressing certain General Electric CF6-80 series turbofan engines. The AD requires operators to perform the technical actions set out in FAA AD 2006-16-06, as referenced in the CASA document. The tableed text of the AD sets out: applicability to "General Electric Company (GE) CF6-80 model turbine engines as specified in FAA AD 2006-16-06" (Applicability), an express Requirement that operators take "Action per the technical requirements of FAA AD 2006-16-06" (Requirement), and a Compliance statement that actions are "As specified in the requirement document with an effective of 26 October 2006" (Compliance). The AD was issued on 13 September 2006 by James Coyne, Delegate of CASA, and the AD text records an effective date of 26 October 2006.
Mechanically, the AD does three things, as stated in its Background: it (1) continues the regime of initial inspections as a qualification for mandatory rework procedures for certain stage 1 high-pressure turbine (HPT) rotor disks, (2) requires repetitive inspections only for certain disks where rework is not required, and (3) requires reworking some disks before further flight and removing certain CF6-80E1 series disks from service. The AD states it supersedes CASA AD/CF6/54 (FAA AD 2004-04-07) and that it shortens the compliance schedule for HPT disks that have not previously been inspected under the superseded AD. The stated safety rationale is a recent report of an uncontained failure of a stage 1 HPT disk, and the AD says the aim is to detect and prevent cracks in the bottoms of the dovetail slots that could propagate to disk failure and cause an uncontained engine failure (Background).
The CASA AD does not reproduce the FAA AD’s technical text; instead it imports it by reference. Therefore the concrete inspection intervals, rework procedures, part-identification criteria, and any serial-numbered lists or work instructions are contained in FAA AD 2006-16-06 as referenced in the Requirement field. The CASA text repeatedly points operators to that FAA AD for the actions that must be taken.
