What it does
This instrument is an Airworthiness Directive titled AD/CESSNA 525/5, issued by the Civil Aviation Safety Authority and signed by a delegate (James Coyne) on 15 September 2005, with the Directive becoming effective on 27 October 2005. The Directive mandates physical modification and verification of the wiring for both engine fire extinguisher bottles on specified Cessna 525-series aeroplanes. It requires two discrete acts.
First, Requirement 1 mandates installation of identification sleeves on the wires for both engine fire extinguisher bottles, performed in accordance with the applicable Cessna Citation Service Bulletin (SB). The Directive specifies which SB applies by model: SB525-26-01 dated 5 April 2005 for model 525; SB525A-26-02 dated 5 April 2005 for model 525A; and SB525B-26-01 dated 5 April 2005 for model 525B.
Second, Requirement 2 mandates reconnection of the wires to both engine fire extinguisher bottles and testing of the wires for correct installation, again in accordance with the applicable SB listed in Requirement 1. The Directive includes a Note that "FAA AD 2005-17-11 Amdt 39-14232 refers."
Timing and sequencing are explicit. Compliance for Requirement 1 is required "within the next 60 days or 100 hours time-in-service after the effective date of this Directive, whichever occurs first." Compliance for Requirement 2 is required "before further flight after Requirement 1 is accomplished."
The Applicability clause identifies the affected aircraft precisely by model and serial number ranges: Model 525 serials 525-0001 through 525-0600; Model 525A serials 525A-0001 through 525A-0234; Model 525B serials 525B-0001 through 525B-0035. The Background section states the safety rationale the FAA reported: there were reports of wires incorrectly connected to the engine fire extinguisher bottles, and the Directive is issued to prevent incorrect installation that could result in failure of the engine fire extinguisher bottles to discharge when activated and thereby the inability to control an engine fire.
