Plain English Summary

2/10 complexity

This AD mandates that owners/operators of certain Cessna 402B, 414, and 421 serial-numbered aircraft inspect lower wing-skin rivets at the front spar at every Maintenance Release, using the procedures in Cessna Service Letter ME77-6.

It moves inspections from one-time to recurring because replaced rivets are not reliably identifiable and bonding adhesive degrades; catching loose or “working” rivets during routine maintenance prevents potential wing structural failure. Compliance applies to every Maintenance Release after 3 October 1991.

Amdt 3

Lower Wing Skin Rivets 10/91

Applicability: All model 402B with S/Nos 402B0361 to 402B1212. All model 414 with S/Nos 414- 0391 to 414-0912 and all model 421 with S/Nos 421B-0397 to 421B-0970.

Requirement: Action in accordance with Cessna SL ME77-6.

Compliance: At each inspection for Maintenance Release issue after 3 October 1991. The compliance date of the previous issue of this Directive was 1 January 1978.

Background: This Directive was raised in response to Cessna SL ME77-6, which introduced repair instructions for use in the event of loose or working lower wing skin/front spar attach rivets. This amendment is raised to ensure ongoing inspection; due to the difficulty in identifying replaced rivets, and likely deterioration of bonding.
