What it does
This instrument is an Airworthiness Directive (AD) issued by the Civil Aviation Safety Authority (CASA) addressing airframe life limitation for certain Cessna aeroplanes. The AD sets a hard operational threshold of 22,500 hours time in service for the affected airframes, and gives operators only two routes to legal continued operation beyond that threshold: retire the airframe before exceeding 22,500 hours, or adopt a CASA approved inspection program that allows operation beyond 22,500 hours. The AD states that compliance is required forthwith and records an effective date for the AD of 30 January 2013. The document is signed by Rick Leeds, Delegate of CASA, dated 22 January 2013.
The AD text contains two numbered mandatory options under the heading Requirement: (1) retire the airframe from service before exceeding 22,500 hours time in service; or (2) adopt a CASA Approved inspection program to allow operation beyond 22,500 hours time in service. The AD also contains two notes attached to the Requirement. Note 1 warns that substantial modification to the airframe may be required before CASA will approve an inspection program. Note 2 requires that any inspection program be developed with consideration to damage tolerance principles and that a damage tolerant analysis of critical sites be performed, such that inspections include probable locations of damage due to fatigue, corrosion or accidental damage per FAR 23.573(b), and it points operators to FAA Advisory Circular 23-13A for guidance on that analysis.
The AD expressly states its background reasoning: "Cessna have published a limit of validity to Supplemental Inspections. Operation beyond the limit of validity requires fatigue life justification." The instrument does not contain detailed penalty clauses or enforcement mechanisms within the text provided. It records applicability as "Cessna 441 Models, all serial numbers" under the Applicability heading while the top of the document uses the heading "Cessna 400 Series Aeroplanes", which is the document title. The AD becomes effective on the date recorded and requires immediate (forthwith) compliance.
