What it does
This instrument is Airworthiness Directive AD/CESSNA 336/11 Amendment 3, dated 8 August 2005 and signed by David Villiers, Delegate of the Civil Aviation Safety Authority. Mechanically, it mandates inspections of the wing front and rear spars on Cessna 336 series aeroplanes bearing serial numbers 336-0001 through 336-0195. The inspection requirements are to be carried out "in accordance with Cessna SL ME78-2 Supplement No. 1" with a specific modification to how the front spar inspection must be set up using eddy current test sensitivity. The AD requires that eddy current test sensitivity be established so that a 10 per cent full scale meter deflection is obtained from a slot machined in a 3/16" diameter hole in an aluminium alloy test block with the following dimensions: .030" + .003" deep, .060" + .003" long and .010" maximum width. The AD notes that Nortec Part No. TB-12 is a suitable test block.
The AD links compliance timing for both spars to the inspection times specified for the rear spar in the "Action Required" section of the Cessna supplement. It creates a special rule for aircraft that incorporate Robertson Aircraft Corporation Modification under United States STC 1627 WE: for those aeroplanes, the inspection threshold is reduced by 1,000 hours and inspection intervals are reduced by 100 hours. That exception is explicitly subject to change if fatigue-substantiating data on the Robertson conversion are supplied to the Authority. The AD also cross-references FAA AD 78-09-05.
The amendment becomes effective on 29 September 2005. The background text states Amendment 2 clarified eddy current test block specifications; Amendment 3 "clearly define[s] which serial numbered aircraft are affected by this AD." The document contains a caution that scoring of bolt holes can cause spurious eddy current indications and may be the cause of future fatigue crack initiations, and thus "great care must therefore be taken when removing the subject bolts." The AD text supplied contains no express penalty or enforcement clause.
