The AD provides a concise compliance path. The steps below follow the AD’s Requirements and Notes verbatim where possible and translate them into an operational checklist that is grounded in the AD text.
Step 1 , Confirm applicability
- Verify the aircraft model and serial number against the AD’s Applicability list: 210G; 210H; 210J (SN 21058819-21059199); 210M; 210N (SN 21062274-21063025); T210G; T210H; T210J (SN T210-0198-T210-0454 and 21058140); T210M; T210N (SN 21062274-21063025); and P210N (SN P21000001-P21000141). The AD applies only to aeroplanes within those enumerated ranges.
Step 2 , Documentary review (Requirement 1)
- Within 28 days after the AD commencement date (the AD commences 3 September 2021), perform a maintenance-records review to determine whether the aircraft’s records show compliance with either:
a) FAA AD 78-26-12, “as in force from time to time”; or
b) CASA AD/CESSNA 210/35, “as in force on the day prior to its cancellation” (Requirement 1; Compliance timeframe).
- This review may be carried out and certified by the registered operator provided that person holds at least a private pilot’s licence (Note 1). Ensure the person signing the determination meets that requirement.
Step 3 , Determine the outcome of the records review
- If maintenance records show compliance with either the FAA AD (current as applicable) or the historical CASA AD/CESSNA 210/35 as it stood pre-cancellation, no further action is required for the purposes of this AD (Note 3). Record and retain documentary evidence of the records review and the basis for the pass determination.
- If maintenance records do not show compliance with either instrument, proceed to Step 4.
Step 4 , Carry out the FAA AD actions (Requirement 2)
- For aircraft without records showing compliance, carry out the actions detailed in FAA AD 78-26-12, “as in force from time to time” (Requirement 2). Obtain the current text of FAA AD 78-26-12 and follow its mandated inspections, replacements, or other technical steps. The CASA AD imports the FAA AD’s technical requirements; compliance must be with the FAA AD in its current form per Note 2.
- Complete the FAA AD actions before further flight of the aircraft (Requirement 2; Compliance: before further flight). Do not operate the aircraft except as permitted under Step 5.
Step 5 , Ferry flight provision (Note 5)
- If the aircraft must be flown to a location where inspections or FAA AD actions can be performed, a ferry flight is permitted only if the pilot visually verifies, through the fuel filler neck, that adequate fuel is available to complete the flight. The ferry flight permission is therefore constrained to the single-purpose relocation to a maintenance-capable location.
Step 6 , Reference materials and documentation
- Obtain and retain copies of:
a) The current FAA AD 78-26-12 (the CASA AD requires compliance with the FAA AD “as in force from time to time” , Note 2).
b) Cessna Service Letter SE78-69 (the AD notes that this Service Letter “relates to the subject of this AD” , Note 4; Background).
c) Documentary evidence of the maintenance-records review and of any FAA AD actions performed (work orders, logbook entries, signed certifications).
- Where an operator’s records are found sufficient under Requirement 1, document exactly which entries demonstrate compliance (e.g. specific logbook entries referencing FAA AD 78-26-12 actions or the CASA AD/CESSNA 210/35 actions as of the day prior to cancellation).
Step 7 , Maintain auditable records
- The AD’s compliance gate is documentary. Keep auditable records that clearly show the operator’s determination, the name and licence of the person certifying the determination (if the registered operator performs the check under Note 1), and the details of any FAA AD actions performed (dates, maintenance organisation, signatures, parts replaced).
Step 8 , Monitor FAA AD changes
- Because the AD requires compliance with FAA AD 78-26-12 “as in force from time to time” (Note 2), operators should adopt a process to monitor the FAA AD for amendments. Changes to the FAA AD may alter the technical steps required for future checks or rectifications.
Step 9 , Consult Cessna Service Letter SE78-69
- The AD notes that SE78-69 relates to the subject. Obtain and review that Service Letter to inform technical work, even though the CASA AD does not itself mandate it.
Practical considerations grounded in the AD text:
- Ensure the person certifying the records review holds at least a private pilot’s licence if the registered operator chooses to self-certify (Note 1).
- Do not rely on a generic statement of prior inspection unless the maintenance records specifically show compliance with the required instrument(s) (Requirement 1; Note 3).
- If an operator lacks a qualified person to certify the records determination, arrange for a suitably licensed pilot or an authorised maintenance organisation to perform the review and sign the record.
Following these steps will align operations with the AD’s documentary and technical requirements as stated in the instrument.
