What it does
This instrument is an Airworthiness Directive titled AD/CESSNA 208/18 Amdt 1, issued by the Civil Aviation Safety Authority (CASA) and commencing on 8 February 2019. The directive makes mandatory the installation of a frangible/shear wire that ties the Emergency Power Lever (EPL) to the pedestal cover on a defined population of Textron Aviation (Cessna) 208 and 208B aeroplanes. The requirement is to be carried out in accordance with Cessna Service Bulletin CAB01-15, “as in force at the commencement of this AD.” The AD specifies a six month compliance window from the effective date unless the action has already been accomplished. The AD explicitly covers only those aeroplanes that are approved for operation under regulation 174B(2)(d) or regulation 175A(1)(d) of the Civil Aviation Regulations 1988, that is, those with an Approved Single Engine Turbine Powered Aircraft approval, and further constrains applicability by serial number ranges: Cessna 208 serial numbers 20800001 through 20800350 and Cessna 208B serial numbers 208B0001 through 208B0919.
The AD contains two operational notes. Note 1 instructs that the aircraft maintenance manual details actions to be followed where the frangible/shear wire is found broken. Note 2 states that “Compliance with AD/CESSNA 208/18 constitutes compliance with this AD.” The background section records that the fitment requirement follows an Australian Transport Safety Bureau recommendation after an incident involving use of the EPL. The amendment statement attached to the AD states that the purpose of the amendment is to align the AD’s applicability with that of Cessna Service Bulletin CAB01-15 as in force at commencement. The instrument is signed by Pieter van Dijk, Delegate of CASA, dated 29 January 2019.
Mechanically, the AD converts the Cessna Service Bulletin requirement into a mandatory regulatory obligation for the specified aircraft population, establishes the compliance deadline, and ties in the aircraft maintenance manual for post-installation or breakage procedures.
