What it does
This Airworthiness Directive (AD) mandates inspection, local paint removal, visual checking, and remedial action for the vertical fin attach brackets and nutplates on specified Textron Aviation (Cessna / Reims) 150, F150, 152 and related series aeroplanes. The AD requires operators to inspect the attach bracket and nutplates by following the method in Cessna Service Instruction (SIL) No. SE 79‑49 Revision 1, or Reims Aviation Service Bulletin No. 24 Revision 1, "both as in force on the commencement date of this AD", and then perform specific local tasks: remove paint from both base radii on each of the port and starboard rear attach fittings; visually check the radius area for cracking and/or corrosion; replace the brackets if cracking or corrosion is indicated; and re‑protect the subject area with an approved protective treatment (Requirement: 1.a-c).
The AD also provides an optional terminating action. The inspections required by the Directive "are not required" where the part number NAS 1068A4 nutplates are replaced with one of the specified replacement parts: AN365‑428, MS20365‑428, MS21042L4, or MS21044N4 (Requirement Note 2). The AD sets inspection timing and repeat intervals: for most affected aircraft, inspect within 100 hours’ time in service after "31 November 1984" and thereafter at intervals not exceeding 100 hours until the affected nutplates are replaced; for FRA150L and FRA150M aircraft, inspect within 100 hours’ time in service after 26 October 2006 and thereafter at intervals not exceeding 100 hours until replacement (Compliance). The AD officially commences on 11 April 2022 (Compliance).
The stated safety rationale (Background) is that cracked vertical fin attachment nutplates have been found in service and that undetected cracking could lead to structural failure and separation of the vertical or vertical and horizontal tail assembly. The AD cites FAA AD 80‑11‑04 as the basis and notes EASA AD 2006‑0267 also refers (Requirement Note 1). Amendments to the AD have adjusted effectivity and introduced the optional terminating action, and the most recent amendment (Amendment 5) excludes pre‑1966 aircraft from the AD effectivity (Background). The AD is signed by a CASA delegate, David Punshon, and dated 1 April 2022.
