What it does
AD/CASA/27 Amdt 2 is an Australian airworthiness directive issued by a delegate of the Civil Aviation Safety Authority under the Civil Aviation Act 1988 and the Civil Aviation Safety Regulations. It imposes mandatory inspection requirements on all Model C-212 series aeroplanes for cracks or loose rivets in the centre wing lower skin at station Y=1030. The directive responds to a suspected fatigue cracking event in a Maritime Patrol aircraft that had accumulated 17,000 flight hours and 7,300 flight cycles, where investigation revealed cracks in that region. Mechanically, the directive introduces a new High Frequency Eddy Current inspection procedure as an additional non destructive inspection method, supplementing the existing procedures from the original AD and Amendment 1. The HFEC method is described as providing higher reliability in detecting cracks. The directive splits the fleet into two broad operational categories: aircraft used for operations other than commercial transport (such as maritime patrol, low altitude survey, or other non revenue flying) and aircraft used in commercial transport operations. Within each category, different thresholds trigger mandatory inspections based on accumulated flight hours or landings, whichever is reached first. For aircraft that have already exceeded certain thresholds at the effective date (23 April 2007), the directive requires inspection before further flight. For aircraft approaching those thresholds, a compliance time of 200 flight hours or 100 landings is given. The directive also prescribes repeat inspection intervals: 600 flight hours or 250 landings for the non commercial category, and 4,500 flight hours or 4,500 landings for the commercial transport category. Additionally, the directive requires that any detected crack or loose rivet be reported to EADS-CASA before further flight, and that all inspection results be sent to EADS-CASA. A ferry flight with minimum crew is permitted to position the aircraft to an appropriate inspection facility. The directive references EASA Emergency AD 2007-0108-E and confirms that Spain AD 02/88 Revision 3 remains valid with additional inspection requirements.
