What it does
This airworthiness directive (AD/CAP 10/5 Amdt 1, dated 20 November 2007) changes the service life limitation and replacement timing for the front fuel tank support strap, part number CAP10-70-08-01, fitted to Avions Mudry CAP 10B aircraft (applicability: Model CAP 10B aircraft, all serial numbers). The directive requires operators to reduce the recorded life limit for that strap component from 4,000 hours time in service to 2,000 hours time in service on the component history card or equivalent record, and to amend the operator’s maintenance programme accordingly, citing APEX Aircraft Service Bulletin No. 040102 Revision 1, or a later EASA approved revision, as the referenced maintenance action. The directive also imposes mandatory replacement for straps that, on the effective date, have already exceeded certain accumulated hours: any strap that has exceeded 2,000 hours but has accumulated less than 2,500 hours on the effective date must be replaced; any strap that has exceeded 2,500 hours but has accumulated less than 4,000 hours on the effective date must be replaced. The directive sets distinct compliance time windows for each requirement: the reduced life-limit recording and maintenance-programme amendment must be done before further flight after 20 November 2007; replacement for the 2,000-2,500 hour band must be completed within 100 hours time in service or six months after 20 November 2007, whichever occurs first; replacement for the 2,500-4,000 hour band must be completed within 25 hours time in service or one month after 20 November 2007, whichever occurs first. The AD was issued by the Civil Aviation Safety Authority, signed by David Villiers as delegate. The AD states it is prompted by an EASA AD (EASA AD 2007-0285) and by discovery of a damaged support strap that had accumulated fewer than 4,000 hours, motivating a shorter safe life to prevent fatigue cracks occurring before the former 4,000 hour limit.
