What it does
This instrument is an Airworthiness Directive (AD) issued by the Civil Aviation Safety Authority and addressed to operators and maintainers of certain Avions Mudry CAP 10B aeroplanes fitted with a specified wood/carbon-made wing. The Directive identifies a structural problem found in the wing main spar wooden centre block: the wood has been observed to develop cracks generated by drying. In response the Directive (a) immediately prohibits "flick manoeuvres" on affected aircraft, (b) prescribes inspection and remedial work on the spar web (including filling surface cracks with a two component epoxy compound), (c) mandates installation of reinforcement plates (part number 97.56.00.002), and (d) forbids installation of the specified wing part (part number 11.56.00.010) on any CAP 10B unless that wing has been inspected and modified in accordance with the specified accomplishment instructions.
Applicability is narrowly drawn to "All CAP 10B aircraft that have been fitted with major change 000302 (wood/carbon-made wing) and wood/carbon-made wings part number 11.56.00.010 with serial numbers 001 through 084" (Applicability). The Directive makes the Apex Aircraft Service Bulletin No. 060307 and Apex Aircraft Instruction No. 1001766, at their latest EASA-approved revisions, the normative documents for inspection, repair and modification actions (Requirement 2 and 3). The Directive also requires that "Accomplishment of Apex Aircraft Instruction No. 1001766 may only be carried out by an appropriately qualified/licensed person" (Requirement 2).
The Directive sets timing: it becomes effective 25 January 2007 (effective date); Requirement 1 (the prohibition on flick manoeuvres) applies "as of the effective date of this Directive; until accomplishment of Requirements 2 and 3" (Compliance). Requirements 2 and 3 must be accomplished "Within 50 hours after 15 March 2007, unless already accomplished" and, thereafter, the spar must be inspected in accordance with the Accomplishment Instructions at intervals "not to exceed 13 months" (Compliance). The document is signed by David Villiers, Delegate of the Civil Aviation Safety Authority, 22 January 2007 (signature block). The Directive also expressly refers to EASA AD 2007-0015 (Note).
