AD/BELL 47/61 Amdt 23 - Retirement Life - Critical Components

The AD articulates a small set of core regulatory mechanics anchored in life-limited component management, reference incorporation, model-specific application, and information flow to regulator and manufacturer.

Life-limited components and mandatory retirement: The AD requires retirement of listed components "at or before the times quoted therein" (Requirement). The retirement lives are not restated as standalone numbers inside the AD; rather the AD incorporates external documents , mandatory retirement schedules, airworthiness limitations schedules, maintenance and overhaul instructions, and service bulletins , as the operative source of the life-limits. This makes the AD enforcement rely on those documents' content and revision dates for precise life figures (Requirement paras 1-10, 2-10).

Reference incorporation and revision specificity: Each model reference is identified by document title, date and revision number (for example, "Bell Maintenance and Overhaul Instructions dated 15 August 1969 incorporating Revision No. 4, dated 1 June 1975" for 47D-1, 47G and 47G-2). This is legally significant: compliance requires application of the precise revision named. The Requirement repeatedly ties retirement obligations to named documents and revisions rather than to standalone numeric limits within the AD text (Requirement).

Model-specific discrete prescriptions: The AD includes stand-alone, mandatory actions that apply to all models or to particular STC-modified aircraft. Examples include mandatory replacement of P/N 47-642-102 blades with P/N 47-642-117 prior to 1 July 1981 for all models (Requirement ¶11), retirement of tail rotor yokes P/N 74-641-057-9 before 1 January 1987 (Requirement ¶14), and a specified 5000 hour retirement life for weld assembly P/N 74-150-117-13M when the Texas Helicopter Corporation modified control system is fitted in accordance with FAA STC SH2772SW (Requirement ¶12).

STC-driven retirement lives: Where aircraft are modified under FAA Supplemental Type Certificates, the AD adopts the retirement lives specified by those STCs. Requirement ¶13 makes retirement lives for parts added by FAA STC SH657NW (re-engining STC) subject to that STC "as amended 30 June 1999." This links Australian mandatory retirement to foreign certification documents for specific modifications, formalising cross-jurisdictional technical data as part of the enforceable regime.

Operational-experience exception path: The AD creates a mechanism for revising life limits for aircraft used in unusual operations. Operators conducting high-frequency rotor stop cycles (for example agricultural spraying or cattle mustering) are required to "consult the manufacturer giving full details including previous history of all operations for possible life revision" and to notify CASA (Note). The AD also defines a precise counting rule for flight-equivalence: "For the purposes of notification two flights concluding with the rotors turning while on the ground and the engine at idle or greater power setting shall be counted as equivalent to one flight to rotor full stop." That operational counting rule directly affects when the retirement lives are consumed for such operations.

Legal authority and revocation: The AD is issued under CASR subregulation 39.1(1) and expressly revokes Amdt 22. The effective date is specified (3 December 2003) and the AD carries the signature and date of the CASA delegate (26 November 2003). That locates the AD within CASA's delegated regulatory power to mandate corrective actions that address unsafe conditions (preamble).

In sum, the main concepts are: mandatory retirement schedules enforced by incorporation of dated references; model- and part-specific mandatory replacements and retirements; reliance on STCs for modified aircraft; a mechanism for manufacturer consultation and regulatory notification where operations differ materially from those contemplated by the published life limits; and formal issuance and revocation under CASA authority.

The AD identifies a set of stakeholders who are directly bound by its requirements and a set of parties the AD expects to be consulted.

Operator/owner/aircraft custodians: The AD is applicable to "All Bell 47 and Kawasaki 47 models" (Applicability). That means registered owners, operators and any entity responsible for maintenance and continuing airworthiness of these aircraft in Australia must ensure the retirement and replacement actions are implemented "at or before the times quoted" in the incorporated documents and as otherwise specified in the AD (Requirement; Compliance).

Maintenance organisations and certificated engineers: The AD requires the retirement of components according to specific maintenance and overhaul instructions and service bulletins. Those documents are typically implemented by maintenance organisations and certificated maintenance engineers. Because the AD ties compliance to precise revision-level documents (for example, Bell Maintenance and Overhaul Instructions with specific revision dates), maintenance providers must have and apply those exact revisions when determining component retirement status.

Supplemental Type Certificate (STC) modifiers and owners of modified aircraft: Owners/operators of aircraft modified by STCs named in the AD are specifically affected. Requirement ¶12 applies to aircraft with the Texas Helicopter Corporation modified control system installed under FAA STC SH2772SW, prescribing a weld assembly retirement life of 5000 hours. Requirement ¶13 affects aircraft re-engined under FAA STC SH657NW (held by Siam Hiller Holdings, Inc.), requiring retirement lives for the Adapter plate (P/N Soloy 660-2101), Drive shaft (P/N Soloy 660-2408) and Engine Mount (P/N Bell 47-612-171-123) "as specified in US FAA STC SH657NW as amended 30 June 1999." Thus holders of STCs, modification installers, and current owners of STC-modified airframes must apply the STC-specified retirement lives.

Manufacturers and data holders: The AD explicitly instructs operators engaged in "unusual manoeuvres" or high-rate rotor stop operations to "consult the manufacturer giving full details including previous history of all operations for possible life revision" (Note). That allocates an obligation to consult and interact with the manufacturer as part of any request to revise life limits. The manufacturer thus becomes an actor in any potential life-limit revision process.

The Civil Aviation Safety Authority (Authority): CASA, represented in the document by the delegate who signed the AD (David Villiers), is the issuing and enforcement authority. The AD requires operators to "advise the Authority accordingly" when consulting the manufacturer about operational profiles that may warrant life revisions (Note). CASA is the recipient of that notification and the delegate is the decision point for issuance and revocation of the AD.

Operators engaged in specific types of missions: The AD singles out operations described as "agricultural, or cattle mustering" and any operations where "consistently more than four rotor full stop flights per hour are achieved" (Note). Operators conducting these missions bear the additional burden of consultation, documentation of operational history and notification to CASA, and may face different life limits as a result.

Parts suppliers and inventory managers: The AD requires replacement of specific part numbers (for example, replacement of tail rotor blades P/N 47-642-102 with P/N 47-642-117 prior to 1 July 1981). Stock control, traceability and procurement will be affected by those mandatory replacement rules and by the retirement dates for particular part numbers.

Regulatory record-keepers and auditors: Compliance is to be demonstrated "as specified in the Requirement references and text" (Compliance). Organisations charged with maintaining records for continuing airworthiness and for audit by CASA must be able to show that components have been retired in accordance with the named documents and that notifications to the Authority have been made where applicable.

In short, the AD affects all actors in the airworthiness lifecycle for Bell 47 and Kawasaki 47 series helicopters: operators and owners, maintenance organisations and engineers, modification holders and STC installers, manufacturers when consulted about life revisions, parts suppliers and CASA as the enforcing authority.

Duties

1. Retire listed components in accordance with referenced documents: Operators must retire "all components listed in the following references, as applicable to each helicopter model" "at or before the times quoted therein" (Requirement, opening paragraph and paras 1-10). The applicable references are model-specific and stated with date and revision. The retirements must occur "in the circumstances mentioned in the requirement section" and "in accordance with the instructions set out in the requirement section" and "at the time mentioned in the compliance section" as framed in the opening preamble to the AD.

2. Implement specific part-number actions: Operators must replace P/N 47-642-102 tail rotor blades with P/N 47-642-117 "prior to 1 July 1981" for all models (Requirement ¶11), and must retire tail rotor yokes P/N 74-641-057-9 "from service before 1 January 1987" (Requirement ¶14). These are absolute dates stated in the Directive.

3. Apply STC-prescribed retirement lives where applicable: For aircraft with the Texas Helicopter Corporation modified control system installed pursuant to US FAA STC SH2772SW, the weld assembly P/N 74-150-117-13M has a retirement life of 5000 hours (Requirement ¶12). For aircraft re-engined under US FAA STC SH657NW (as amended 30 June 1999), the retirement lives of specified parts "shall be as specified in US FAA STC SH657NW" (Requirement ¶13).

4. Consult and notify for unusual operations: Operators engaged in operations involving unusual manoeuvres or those with high rotor stop frequency (defined as consistently more than four rotor full stop flights per hour) must "consult the manufacturer giving full details including previous history of all operations for possible life revision and must advise the Authority accordingly" (Note). The AD provides a counting rule for notification: "two flights concluding with the rotors turning while on the ground and the engine at idle or greater power setting shall be counted as equivalent to one flight to rotor full stop."

5. Comply with the Requirement references and text: The Compliance provision states compliance is "as specified in the Requirement references and text," which places on operators the duty to use the specified reference documents and to follow the AD's text precisely.

Rights

The AD text itself does not enumerate explicit rights (for example, appeal rights or carve-outs) beyond the exceptions and additions it contemplates. Where it allows possible "life revision" following consultation with the manufacturer, that process implies operators have a path to seek modified lives based on operational evidence and manufacturer agreement (Note). The AD's requirement to consult the manufacturer and to notify CASA creates a procedural right to pursue life revision, although the AD does not specify the form of any approval or the binding effect of manufacturer responses.

Delegated decision-making: The AD is issued by the CASA delegate under subregulation 39.1(1) of CASR 1998 and revokes the prior amendment. That establishes CASA's delegated authority to amend, revoke or re-issue ADs; operators can expect the delegate (or CASA more generally) to be the decision-maker where the AD requires interaction with the regulator (preamble; signature). The AD does not include an administrative appeal mechanism within its text.

Document reliance and incorporation: Operators have the right to rely on the named source documents as the authoritative statements of retirement life. The AD makes those documents the operative source by reference. However, the AD also requires adherence to the revision levels named; if a more recent revision exists, the AD's text controls which revision operators must apply.

No penalty text in AD: The AD does not itself state specific sanctions or penalties for non-compliance. The AD is issued under CASA regulatory authority; the AD imposes affirmative compliance duties. Enforcement modalities and specific penalties are not set out in the AD text provided.

In short, the AD imposes specific affirmative maintenance and retirement duties tied to precise documents, prescribes particular part-number retirements and STC-based lives, and creates a consult-and-notify pathway where operations differ materially from standard use patterns. The AD provides procedural space for life revision but does not set out the outcome or process details for approval by the Authority.

Statutory basis and issuing authority: The AD is issued by a CASA delegate under subregulation 39.1(1) of CASR 1998 (preamble). The document is explicitly signed by the CASA delegate, David Villiers, dated 26 November 2003, and notes the AD is notified in the Commonwealth of Australia Gazette on 3 December 2003 (signature and Gazette note). That locates enforceability within CASA's regulatory remit and public notification processes.

Mandate of compliance: The Compliance clause states that compliance is "As specified in the Requirement references and text." The Requirement sets mandatory retirement actions and model-part prescriptions. Because the AD is an instrument issued under CASA's safety powers, the Requirement is binding on the aircraft and operators to which the Applicability applies. Compliance therefore requires following the referenced retirement schedules, specific part replacements and STC-prescribed retirement lives.

Absence of penalty specification in the AD: The AD text does not include explicit penalty provisions, monetary fines, or criminal provisions. It does not provide a sanctions schedule or describe the enforcement steps CASA will take for non-compliance (the AD lists requirements and compliance but does not state penalties). The AD relies on CASA's broader enforcement powers under aviation safety law, but the AD text itself does not detail those powers.

Enforcement mechanisms implied by the instrument's form: As an AD issued by CASA under CASR, enforcement typically proceeds through CASA's regulatory processes (not detailed in the AD). The AD requires operators to "advise the Authority accordingly" in certain circumstances (Note), creating an obligation to notify CASA that can form the basis for inspection and audit. The AD's signature and Gazette notification provide the formal public notice that the Directive is in force as of the effective date (3 December 2003), which enables CASA to treat non-compliance as a breach of prescribed safety instruments.

Recordkeeping and audit risk: Because retirement lives are to be applied in accordance with named documents and specific part-number retirement dates, operators must maintain records tracing component hours, installations, and retirements against the referenced documents. The AD makes compliance dependent on those records; lack of appropriate records will complicate an operator's ability to demonstrate compliance if CASA audits or inspects.

Interaction with other enforcement instruments: The AD revokes Amdt 22 and replaces it. That implies CASA maintains AD instruments as the operative enforcement documents; compliance will be assessed against the latest AD text. The AD also incorporates external documents (Bell MOI, service bulletins, FAA STCs) by reference; enforcement may therefore require cross-referencing those documents.

In summary, the AD establishes mandatory retirement and replacement duties and requires consultation/notification in specified operational circumstances. It is issued under CASA regulatory authority and publicly notified. The AD itself does not specify penalties; enforcement would proceed under CASA's broader powers and through audit and oversight mechanisms, drawing on compliance with the named documents and records demonstrating adherence to the Requirement.

Instrumental relationship with CASR: The AD is explicitly issued under subregulation 39.1(1) of CASR 1998 (preamble). That places the AD within the framework of the Civil Aviation Safety Regulations. The AD operates as a regulatory instrument under CASA's delegated powers, meaning its requirements are enforceable as part of the regulatory regime established by CASR. The AD revokes the immediately prior amendment (Amdt 22), showing that ADs are the vehicles CASA uses to update mandatory continuing airworthiness requirements.

Incorporation of external technical documents and foreign approvals: The AD incorporates Bell Helicopter Textron maintenance and overhaul instructions, Bell service bulletins, Kawasaki maintenance manuals, and FAA Supplemental Type Certificates by reference and by specific revision date (Requirement). For example, Requirement ¶13 ties retirement lives for certain parts to "US FAA STC SH657NW as amended 30 June 1999." This makes the AD an instrument that folds foreign technical approvals and STC content into Australian compulsory obligations for affected aircraft. Operators thus must apply foreign STC-specified retirement lives when those STCs are referenced in the AD.

Supersession and continuity with prior ADs: The AD revokes AD/BELL 47/61 Amdt 22 and, through its Background and Amendment history sections, records the progression of earlier amendments (including Amendments 19-22 and the original 1968 Directive). This indicates ADs operate in a temporal chain of instrument-based obligations, and the latest AD is the operative standard. Parties must therefore apply the current AD rather than previously revoked texts.

Interaction with manufacturer-maintained life-limits and service bulletins: The AD makes manufacturer-published documents (maintenance and overhaul instructions, airworthiness limitations schedules, service bulletins) the operative source for component retirement lives. That integrates private technical data into public legal obligations: manufacturer life-limit documents become the determinative legal standard for retirement once incorporated by the AD.

Operational definitions affecting counting of usage: The AD sets an operational counting rule relevant to life consumption for certain operations: "two flights concluding with the rotors turning while on the ground and the engine at idle or greater power setting shall be counted as equivalent to one flight to rotor full stop." This specification interacts with how flight hours or cycles would be recorded for life-limited components, potentially affecting interpretations under maintenance manuals, logbooks and CASR requirements for recordkeeping.

No standalone penalty text; reliance on CASA powers: The AD does not itself include penalty provisions; therefore any enforcement or sanctions for breach will be applied under the broader CASR and Civil Aviation Act enforcement regime rather than under text in the AD. The AD’s legal effect is to specify continuing airworthiness requirements; enforcement interactions with broader legal penalties are not detailed in the AD.

Public notification and Gazette: The AD is "notified in the Commonwealth of Australia Gazette on 3 December 2003" which provides formal public notice under administrative law practices. That notification step interacts with legal principles requiring public promulgation of binding regulatory instruments.

In summary, the AD threads together CA SR issuing power, manufacturer technical data, foreign STC approvals and operational definitions to create legally enforceable retirement obligations. It supersedes prior AD instruments and relies on CASA's broader enforcement framework for compliance and sanctioning, while formalising manufacturer and STC data as binding for affected aircraft.

The AD record in the source documents a chain of amendments from the original Directive to the present Amdt 23. The provided text lists specific amendments, their effective dates and reasons for the changes. Below is a reconstruction strictly from the AD text.

Original Directive: The "original issue of this Directive became effective on 5 September 1968." This establishes a long-running AD regime for Bell 47 aircraft, with successive updates recorded in the AD history.

Amendment 19: Amendment 19, effective 9 April 1987, "incorporated the effect of AD/BELL 47/93 which was cancelled." No further technical detail about AD/BELL 47/93 is included in the present text, only that its effect was folded into Amendment 19.

Amendment 20: Amendment 20, also effective 9 April 1987, "cancelled all of the retirement life data previously specified in the various models’ Maintenance and Overhaul Instructions and consolidated all current Airworthiness Life Limitations into the one document." The AD text indicates Amdt 20 was a consolidation action, centralising life-limits into a single document (presumably for clarity and consistency).

Amendment 21: Amendment 21, effective 11 August 2000, was "issued as a result of information received from Bell Helicopter Textron by Information Letter 47-00-6" which advised of "errors ... concerning the component retirement lives published in Alert Service Bulletin (ASB) 47-00-24." Amendment 21 reinstated the content of Amdt 19 "until such time as a revised copy of ASB 47-00-24 is received," with the expectation of a future amendment once a revised ASB was available. Amendment 21 therefore functioned as a temporary corrective reinstatement to manage discovered errors in the ASB.

Amendment 22: Amendment 22 "added the Kawasaki 47G3B-KH4 model to the AD applicability and requirement section." The AD explains that this Kawasaki model had been manufactured under licence in Japan and was now operating in Australia; Amendment 22 updated the AD to include that model and its distinct set of component life limits found in the Kawasaki Maintenance and Overhaul Manual. Earlier in the Background section the text also noted that, as of the date of Amendment 22, service bulletin ASB 47-00-24 had "not been revised." Amendment 22 therefore adjusted applicability to bring Kawasaki-built helicopters into the mandatory retirement regime.

Amendment 23 (current document): The present AD bears the heading "Amdt 23" and is effective 3 December 2003. The Background states this amendment "is issued to amend requirement13 to reflect the retirement lives as listed in FAA STC number SH657NW." Requirement ¶13 is the clause that addresses aircraft re-engined under US FAA STC SH657NW (held by Siam Hiller Holdings, Inc.), specifying retirement lives for Adapter plate (P/N Soloy 660-2101), Drive shaft (P/N Soloy 660-2408) and Engine Mount (P/N Bell 47-612-171-123) "as specified in US FAA STC SH657NW as amended 30 June 1999." Thus Amdt 23 updates the AD to align its retirement lives for STC-altered aircraft with the STC content as amended to that date.

Other amendment notes: The Background also explains the immediate revocation and replacement purpose: the CASA delegate revokes AD/BELL 47/61 Amdt 22 and issues the new AD under CASR subregulation 39.1(1). The AD text includes an effective date and the delegate’s signature (David Villiers, 26 November 2003), and notes the Gazette notification date (3 December 2003).

In short, the amendment history in the AD text traces a sequence of consolidation (Amdt 20), corrective reinstatement (Amdt 21), expansion of applicability to a licensed-manufacture model (Amdt 22) and, in Amdt 23, alignment of a specific STC-related retirement life to the FAA STC amendment dated 30 June 1999. The history is recorded within the AD itself and serves as the formal chronology of changes to mandatory retirement prescriptions.

The AD text contains no mention of litigation, judicial review, court decisions, or legal challenges relating to this Directive or its prior amendments. The document provides a Background and Amendment history that recount administrative changes and reasons for those changes, but it does not record any legal proceedings, appeals, or case law arising from the AD or enforcement actions. The text makes administrative factual statements (for example, about errors discovered in service bulletins and subsequent reinstatement actions) but does not reference tribunals or courts.

Because the AD is an instrument issued by a CASA delegate under CASR subregulation 39.1(1), any litigation or review would arise under the broader administrative law framework or under aviation safety enforcement provisions; however, the AD text itself does not set out mechanisms for judicial review nor does it document instances in which the AD has been litigated. It does not cite cases or decisions.

For readers seeking a litigation record, the AD text therefore provides no data. Any enquiry about litigation must be pursued outside the AD document, through public court records, tribunal decisions or CASA enforcement files, but those sources are not discussed or referenced in this AD text. Within the bounds of the supplied source, the litigation history is silent.

Several features of the AD can produce practical surprises if read without care; these are taken directly from the Directive's text and the way it binds operators to external materials and historical dates.

Reference-by-revision: The AD does not set component lives as standalone numbers inside its body (except where specific part numbers and dates are given). Instead, it binds operators to multiple external documents identified by title, date and revision (Requirement paras 1-10, 2-10, etc.). A failure to obtain and apply the exact revision named (for example a Bell MOI incorporating a specific Revision No. and date) will mean an operator cannot demonstrate compliance "as specified in the Requirement references." Do not assume a later revision supersedes the referenced revision for the purposes of this AD; the AD prescribes the exact revision to be applied.

Historical absolute dates remain operative: The AD includes absolute past dates as mandatory actions: replacement of tail rotor blades P/N 47-642-102 with improved blades P/N 47-642-117 prior to 1 July 1981 (Requirement ¶11), and retirement of tail rotor yokes P/N 74-641-057-9 before 1 January 1987 (Requirement ¶14). These are binding statements in the AD. In practice, these dates are long past; operators must nonetheless ensure the specified replacements and retirements have been carried out historically and documented, or otherwise show that the AD requirements have been satisfied for continuing airworthiness. Do not overlook the need for historical records to prove compliance with those dated mandates.

STC linkages create cross-jurisdictional reliance: Retirement lives for certain modified configurations are tied to US FAA STCs and their amendments (Requirement ¶12-13). For re-engined aircraft under STC SH657NW the AD adopts retirement lives "as specified in US FAA STC SH657NW as amended 30 June 1999." That means an operator must obtain and apply the content of the named STC as at the precise amendment date. If an operator lacks access to the STC documentation or the specific amendment text, they cannot confirm compliance.

Broad applicability language: The AD is "applicable" to all Bell 47 and Kawasaki 47 models. That does not mean every component on every airframe is subject to retirement by the AD, but it does mean operators of those models must check the relevant referenced documents and apply the schedules as applicable to their variant. Failing to match the correct model-reference pair (for example, 47G-3B vs Kawasaki 47G3B-KH4) is a common source of error because the AD lists multiple variant-specific documents.

Operational counting rule nuance: The AD contains a specific equivalence rule for notification counting: "two flights concluding with the rotors turning while on the ground and the engine at idle or greater power setting shall be counted as equivalent to one flight to rotor full stop." Operators conducting ground-running manoeuvres or flights that do not stop the rotors must apply this counting rule when determining whether they exceed the AD's "more than four rotor full stop flights per hour" threshold. This counting rule may materially affect cycle counts for life-limited components in high-intensity missions.

Manufacturer consultation is mandated but outcome undefined: The AD requires operators involved in unusual manoeuvres to "consult the manufacturer giving full details including previous history of all operations for possible life revision and must advise the Authority accordingly." The AD does not define how the manufacturer will assess such requests, nor the timeframe or standard for any "possible life revision." Operators should not assume that manufacturer consultation leads to an approved life revision; instead, the AD establishes a required information flow and the opportunity to seek a revision.

Reliance on service bulletins that have been noted as erroneous in the past: Amendment 21 was issued because Bell advised of "errors ... concerning the component retirement lives published in Alert Service Bulletin (ASB) 47-00-24." That shows the AD has previously had to revert and reinstate earlier content pending revision of service bulletins. Operators should treat service bulletin data carefully and confirm that the version incorporated by the AD is the version intended by CASA.

Recordkeeping and proof of historical compliance: Because the AD contains past-dated mandates and references external documents, operators must have historical maintenance records, parts traceability and installation logs to prove components were replaced or retired in line with the AD. The AD's compliance clause points back to the referenced documents; lack of records will create exposure during audits.

In short, the gotchas are about reference specificity, historical absolute dates embedded in the AD, STC reliance, counting rules for unusual operations, an open-ended manufacturer consultation pathway, and prior experience of bulletin errors. Each of these is explicit in the AD text and affects how operators demonstrate ongoing compliance.

Compliance under this AD is document-driven, model-specific and in some cases operationally conditional. The following steps, grounded in the AD text, are the practical actions an operator, owner or maintenance organisation should undertake to meet the AD's requirements.

1. Identify applicability precisely: Confirm whether the aircraft is within the AD's Applicability: "All Bell 47 and Kawasaki 47 models." Establish the exact variant (for example 47D-1, 47G-3B-2A, 47G-4A, Kawasaki 47G3B-KH4 etc.) so the correct reference document in the Requirement applies.

2. Obtain and apply the exact referenced documents: For each model, obtain the exact maintenance/overhaul instruction or airworthiness limitations schedule and the specified service bulletins listed in the Requirement. Examples include:

   • For 47D-1, 47G and 47G-2 Series: "Mandatory Retirement Schedule, Bell Maintenance and Overhaul Instructions dated 15 August 1969 incorporating Revision No. 4, dated 1 June 1975."
   • For 47G-3B and 47G-3B-1 Series: "Airworthiness Limitations Schedule, Bell Maintenance and Overhaul Instructions dated 1 June 1965 incorporating Revision No. 9 dated 1 June 1981."
   • For Kawasaki Model 47G3B-KH4: "Maintenance and Overhaul Instruction Manual, Section 1 - Mandatory Retirement Schedule, page 1-56, as revised March 10, 1997." Apply the retirement lives and instructions "at or before the times quoted therein" as required.

3. Verify and apply part-number specific mandates:

   • Replace tail rotor blades P/N 47-642-102 with P/N 47-642-117 if not already done; the AD requires this replacement "prior to 1 July 1981" for all models (Requirement ¶11). Ensure parts records show the replacement or that P/N 47-642-102 blades have been retired.
   • Retire tail rotor yokes P/N 74-641-057-9 "from service before 1 January 1987" (Requirement ¶14). Confirm records show compliance.

4. For STC-modified aircraft, apply STC retirement lives:

   • For aircraft fitted with the Texas Helicopter Corporation modified control system under US FAA STC SH2772SW, retire weld assembly P/N 74-150-117-13M at 5000 hours (Requirement ¶12).
   • For aircraft re-engined under US FAA STC SH657NW (held by Siam Hiller Holdings, Inc.), apply retirement lives for Adapter plate (P/N Soloy 660-2101), Drive shaft (P/N Soloy 660-2408) and Engine Mount (P/N Bell 47-612-171-123) "as specified in US FAA STC SH657NW as amended 30 June 1999" (Requirement ¶13). Obtain the STC documentation as amended to 30 June 1999 and record the applicable life limits.

5. For operations at higher-than-expected usage or unusual manoeuvres:

   • If operations involve "unusual manoeuvres, such as agricultural, or cattle mustering" or if operations achieve "consistently more than four rotor full stop flights per hour," consult the manufacturer with full operational and maintenance history for possible life revision, and notify CASA ("the Authority") accordingly (Note).
   • Apply the AD's counting rule when determining whether notification thresholds are met: "two flights concluding with the rotors turning while on the ground and the engine at idle or greater power setting shall be counted as equivalent to one flight to rotor full stop."
   • Maintain records of consultation and of any manufacturer responses, and keep the Authority notified as required.

6. Recordkeeping and audit trail:

   • Maintain detailed records demonstrating compliance with the referenced documents and with the AD's part-number mandates. This includes component installation dates, time-in-service (hours/cycles) since new or since overhaul for life-limited parts, logbook entries for replacements, and historical evidence for actions required by past-dated mandates.
   • Ensure maintenance organisations and certifying staff have access to the specified revisions of the documents incorporated by the AD and can demonstrate they applied the correct revision.

7. Implementation timeline:

   • Recognise the AD became effective on 3 December 2003 and was signed by the CASA delegate on 26 November 2003 (preamble and signature). Any actions specified as absolute historical dates (for example the 1981 and 1987 dates) must be shown to have been completed prior to those dates or otherwise reconciled with maintenance records.

8. Cross-check for model-specific details: Each variant has its own referenced document and revision number. Cross-reference the aircraft model against the list in the Requirement to identify which mandatory retirement schedule applies. Do not assume a single consolidated schedule applies to all variants; the AD provides variant-by-variant references.

9. Traceability for parts and STC installations: For aircraft that were modified under STCs, ensure the STC installation is recorded and that parts are traceable to the STC instructions. Apply the retirement lives specifically tied to those STCs per the AD.

10. Liaison with CASA when in doubt: If there is doubt about whether an operation triggers the manufacturer consultation obligation or how to apply a referenced document, notify CASA as the Authority. The AD expressly requires operators who believe their operations involve unusual manoeuvres to "advise the Authority accordingly" (Note). Document any regulatory correspondence.

By following these steps an operator will apply the AD's mandatory retirement and replacement requirements in line with the Directive's text and the referenced source documents. Keep in mind the AD does not itself set out enforcement penalties; compliance will be assessed by CASA against the AD and the incorporated manufacturer and STC documents.
