What it does
This instrument is an Airworthiness Directive (AD) directed at certain Bell Model 47 series helicopters and Coastal Helicopters Inc. OH-13H helicopters that are fitted with specified scissors assembly parts or weld-assembly scissors brackets that were produced under PMA No. PQ808SW or installed under STC No. SH2772SW. The Directive requires operators to determine and record the total hours time in service of each affected part. If the hours cannot be determined, or the total hours time in service is 5,000 or more, the Directive mandates replacement of the affected part with a new part or a serviceable part with known hours time in service before further flight. It establishes a life limit of 5,000 hours time in service for each affected PMA-produced scissors assembly and each affected PMA-produced weld assembly scissors bracket. The Directive becomes effective on 9 November 2005 and requires initial compliance within 60 days after 21 November 2005, with continuing obligation thereafter to replace affected parts before they accumulate 5,000 hours time in service.
Mechanically, the obligations in the AD are:
- Identify whether a helicopter is within the published applicability by model and by specific part numbers (74-150-949-9; 74-150-949-5; 74-150-249-5M; weld assembly scissors bracket part number 74-150-117-13M), or if it has the affected parts produced under PMA No. PQ808SW or installed under STC No. SH2772SW.
- Determine and record the total hours time in service of each affected part on the service record or equivalent record.
- If the hours cannot be determined, or the total is 5,000 hours or more, replace the affected part before further flight.
- After initial compliance, ensure each affected part is replaced before it reaches 5,000 hours time in service.
