What it does
This instrument is an airworthiness directive (AD) addressing cracked tail rotor blades on Bell Helicopter Textron Canada (BHTC) Model 430 helicopters. It requires operators to conduct repeated inspections of tail rotor blades and, for affected blades, to carry out a specified rework as a terminating action. The AD mandates three principal actions, each tied to Bell Helicopter Textron Canada Alert Service Bulletin (ASB) 430-04-31 Revision B or a later Transport Canada approved revision: (1) inspect the tail rotor blades in accordance with Part I of the ASB; (2) inspect the tail rotor blades in accordance with Part II of the ASB; and (3) rework affected tail rotor blades in accordance with Part III of the ASB. The instrument records two notes: Note 1 states that completing Requirement 3 (the rework) eliminates the repetitive inspection obligations; Note 2 cites a related Transport Canada AD (CF-2004-21 R3). The AD requires the inspections at short, specified intervals (3 flight hours for Requirement 1, 50 flight hours for Requirement 2) unless already accomplished, and sets a deadline (before 31 December 2008) for completing the rework unless already done. The directive must be entered on the aircraft Maintenance Release as maintenance required. The AD also allows, with conditions, the Pilot in Command to perform and certify Requirement 1 if trained by an appropriately qualified person, provided a copy of the Requirement document and the AD is carried on the aircraft. The AD becomes effective on 1 June 2008, and the text records that it is Amendment 4 (AD/BELL 430/1 Amdt 4, 7/2008 DM), signed by the CASA delegate on 19 May 2008.
