What it does
This instrument is an Australian Civil Aviation Safety Authority Airworthiness Directive (AD), published as AD/BELL 412/51 (10/2006). It requires operators of Agusta Bell AB 412 series helicopters to confirm whether certain Italian State-of-Design airworthiness directives apply to their aircraft and, if they do and have not already been complied with, to carry out the actions required by those Italian ADs. The AD lists three Italian ADs in Table 1 (95-025, 2001-485 and 2004-022) by number, effective date and title, and sets a domestic compliance window of 30 days from the AD’s effective date. The AD’s effective date is 28 September 2006 and the document is signed by James Coyne, Delegate of the Civil Aviation Safety Authority (14 August 2006).
Mechanically the Directive does two things. First, it requires a determination of applicability: operators must check whether each listed Italian AD applies to their helicopter (Requirement 1: “determine the applicability of the Italian Airworthiness Directives (AD) listed in Table 1”). Second, if any listed Italian AD is applicable and has not already been accomplished on that aircraft, operators must “perform the actions required by that AD” (Requirement 2). The Australian AD does not itself specify the technical remedial steps; it refers operators to the state-of-design (Italian) ADs identified in Table 1. The items in Table 1 are identified by number, effective date and a short title: 95-025 (15 April 1995) , Utility Hydraulic System Clamps; 2001-485 (20 November 2001) , Memcor Truohm Magnetic Brakes; 2004-022 (26 January 2004) , Main Hydraulic Servo Actuators (Table 1). The AD requires completion “within 30 days after the effective date of this AD” (Compliance).
The background paragraph states the rationale offered by CASA: the Italian ADs require one‑time actions for which the original compliance date or period has passed, and CASA has “determined that these ADs may be applicable to recently registered Australian aircraft.” CASA therefore issued this Directive “to ensure all State of Design ADs have been complied with” (Background). The instrument is short and prescriptive in form; it imports the content of other State-of-Design ADs by reference rather than reproducing procedural or technical requirements in full.
