What it does
AD/BELL 412/44 Amdt 2 imposes mandatory airworthiness requirements on operators of Bell 412 series helicopters fitted with specific tail rotor blades. It requires two distinct inspections and, depending on findings, mandatory corrective actions. First, the operator must inspect the forward tip weight retention block and aft tip closure for adhesive bond voids. Any blade with a void exceeding the limits specified in the Component Repair and Overhaul Manual must be removed. Second, the operator must inspect the four countersink screws securing the forward tip weight retention block to determine whether the screw heads are flush with the surface of the abrasion strip. If any screw is set below the surface or covered with filler material, the operator must install shear pins in accordance with the Accomplishment Instructions of Bell ASB 412-00-106 Revision D or 412CF-00-13 Revision D (or later FAA approved revisions). After any such modification, the operator must install aft tip closure rivets, re-identify the blade by adding “FM” after the part number, and dynamically balance the tail rotor hub assembly. The AD applies to helicopters with tail rotor blade part number 212-010-750-009 through -129, all serial numbers except those with a prefix of “A” or “AFS” followed by the number 11926, 13351, 13367, 13393, 13400, 13402, 13515, 13540, 13568, 13595 through 13602, 13619, and subsequent assigned numbers. Compliance is due within 100 hours time in service after 20 December 2007, unless already accomplished. The amendments become effective on 20 December 2007, making this a time-limited mandatory directive with no option for later phasing. The directive overrides any less restrictive maintenance schedules an operator might have previously adopted.
