What it does
This instrument is an Airworthiness Directive (AD) addressed to operators of Bell Helicopter Textron Canada (BHTC) Model 407 helicopters. Mechanically, it requires three sequential actions tied to a particular horizontal stabiliser part and a defined list of serial numbers: (1) verify the serial number of the installed horizontal stabiliser in accordance with Part I of BHTC Alert Service Bulletin (ASB) 407-06-72 (original issue or a later Transport Canada approved revision); (2) if the stabiliser serial number is one of the affected list, inspect the stabiliser in accordance with Part II of the ASB and, if damage is found, replace the part before further flight; and (3) replace the affected horizontal stabiliser in accordance with Part III of the ASB by the specified replacement deadline. The AD identifies the potentially defective part as horizontal stabilisers bearing part number 407-023-801-109 and supplies an explicit list of affected serial numbers (BP725, -750, -751, -752, -753, -756, -758, -760, -765, -769, -770, -771, -775, -776, -778, -779, -780, -781, -785, -787, -788, -789, -790, -795, -796, -797, -800, -801, -802, -803, -805, -829). The operational safety rationale the AD records is a manufacturing flaw risk: “Horizontal stabilisers part number 407-023-801-109 may have manufacturing flaws on the inside surface of the upper and/or lower skin at the tailboom attachment inserts. These flaws may result in cracking of the skin and failure of the horizontal stabiliser.” The AD explicitly makes compliance subject to the procedures in ASB 407-06-72 “original issue, or later Transport Canada approved revision.” The AD sets time-bound compliance steps: the initial serial-number verification and, where applicable, initial inspection must occur within 100 hours time in service after 8 May 2007 but no later than 8 June 2007; repetitive inspections thereafter must occur at intervals not to exceed 600 flight hours or at the annual inspection, whichever occurs first, until replacement; and the replacement must be completed no later than 30 September 2008. The AD becomes effective on 8 May 2007 and notes that Transport Canada AD CF-2007-03 refers.
