What it does
This instrument is an airworthiness directive (AD) issued by the Civil Aviation Safety Authority (CASA) delegate, dated 19 May 2008, and effective 1 June 2008 (signed by David Villiers). It imposes mandatory inspection and rework requirements for tail rotor blades on Bell Helicopter Textron Canada (BHTC) 222 series helicopters: Models 222, 222B, 222U, and 230 (see Applicability). The AD mandates three principal actions, each tied to specific parts of the relevant Bell Helicopter Alert Service Bulletins (ASBs) or later Transport Canada approved revisions:
- Requirement 1: Inspect the tail rotor blades in accordance with Part I of the applicable ASB (ASB 222U-04-71 Revision A, ASB 222-04-100 Revision A, or ASB 230-04-31 Revision A), or later Transport Canada approved revision.
- Requirement 2: Inspect the tail rotor blades in accordance with Part II of the applicable ASB (same ASB numbers), or later Transport Canada approved revision.
- Requirement 3: Rework the affected tail rotor blades in accordance with Part III of the applicable ASB (same ASB numbers), or later Transport Canada approved revision.
The AD sets precise compliance timing for the inspections and rework. For Requirement 1 the initial inspection must be done within 3 flight hours after 1 June 2008 unless already accomplished, and repeated at intervals not to exceed 3 flight hours until Requirement 3 is complied with. For Requirement 2 the initial inspection must be done within 50 flight hours after 1 June 2008 unless already accomplished and repeated at intervals not to exceed 50 flight hours until Requirement 3 is complied with. Requirement 3 (the rework) must be completed before 31 December 2008 unless already accomplished. The AD also notes that completing the rework eliminates the repetitive inspection requirements. The AD must be entered on the Maintenance Release as maintenance required. The AD allows Requirement 1 inspections to be performed and certified by the pilot in command provided the pilot has been trained by an appropriately qualified person, and in that case a copy of the Requirement document and the Directive must be carried on the aircraft. The AD explicitly refers to a related Transport Canada AD (CF-2004-21 R3) and states that Amendment 1 introduced terminating action for the repetitive inspection requirements while Amendment 2 extends terminating action until 31 December 2008.
