What it does
This Airworthiness Directive (AD/BELL 214/8, dated 14/2018) mandates specific modifications and recurring inspections for a defined population of Bell Helicopter Textron Inc. model 214B and 214B-1 helicopters. The AD identifies a discrete parts issue: certain helicopters fitted with an upper locking plate P/N 214-010-231-101 and a lower locking plate P/N 214-010-232-101 must have those parts replaced by locking plate P/N 214-010-569-101 in accordance with Part I of BHTI Alert Service Bulletin (ASB) 214-86-36 dated 8 October 1986 (Requirement paragraph 1). Following that replacement, the AD requires visual inspection of the hub and lower hub nut assembly for slippage in accordance with Part II of the ASB (Requirement paragraph 2). It further requires periodic inspection of the new locking plate for cracks, immediate replacement before further flight if a crack is found, and retorque and installation procedures as specified in Part III of the ASB (Requirement paragraph 3(a)-(c)). The AD also references installation guidance in the BHTI 214B Maintenance Manual, Chapter 65-20-00 (Note 1), and cross-references FAA AD 87-11-06 (Note 2).
The AD is limited in applicability by serial number: helicopters with S/Ns 28001 through 28070 that are certificated in any category and equipped with the identified upper and lower locking plates (Applicability). Timing is prescriptive: if not already done, the initial replacement must be carried out within 50 hours' time in service or within 30 days after the AD commences, whichever is earlier (Compliance paragraph 1). Subsequent inspections of hub slippage are required within 25 hours' TIS after completing the replacement and then at intervals not to exceed 25 hours (Compliance paragraph 2). The crack-inspection regime for the new locking plate must begin within 500 hours' TIS after completing the replacement and then repeat at intervals not exceeding 500 hours (Compliance paragraph 3). The AD expressly commenced on 10 July 2018 and is dated 4 July 2018, signed by a CASA delegate (This AD commences; signature block).
