What it does
This instrument is an Airworthiness Directive (AD) issued by a delegate of the Civil Aviation Safety Authority (CASA) under subregulation 39.1(1) of CAR 1998 (as stated in the AD header). It imposes mandatory inspection, modification, repair and replacement requirements upon specified Bell Model 212 helicopters to address an identified unsafe condition in the vertical fin spar cap. The AD identifies the affected part numbers (P/Ns) and prescribes a sequence of actions: initial modification/inspection tasks; periodic follow-up inspections at specified flight-hour intervals; immediate corrective action ("before further flight") if cracking, loose fasteners, disbonding or corrosion are found; and a terminating replacement option to fit a cold expansion spar cap, P/N 212-030-447-117S (Requirement 3; Notes 1-3; Compliance).
Mechanically, the AD does three things. First, it requires operators of certain Model 212 helicopters to carry out specified modification and inspection procedures for particular spar cap P/Ns in accordance with identified parts and paragraphs of Bell Helicopter Textron Alert Service Bulletin (ASB) No. 212-00-110 Revision A dated 15 February 2001 (Requirement 1 and 2). Those procedures include visual inspection steps, hammer testing for disbonding, and fluorescent penetrant inspection depending on configuration (Requirement 2b and 2c). Second, it requires replacement of affected spar caps with a specified cold expansion part, P/N 212-030-447-117S, following the Accomplishment Instructions and Attachments of Bell Helicopter Textron Technical Bulletin No. 212-00-184 Revision A dated 23 April 2001 (Requirement 3). Third, it sets precise compliance windows: short-term initial inspection windows (25 or 50 hours time in service after 30 October 2002) and recurring intervals thereafter (as short as every 8 hours time in service for some inspections) and a 24‑month deadline for replacement with the cold expansion spar cap (Compliance).
