What the original rule did The original 1978 directive required owners to modify the external cargo suspension kit — the equipment under the helicopter used to carry external loads like cargo nets or buckets. This was to address a specific safety issue identified by the manufacturer.

Why it is being cancelled All affected helicopters had to complete the modification by 1 September 1978. Because that deadline passed decades ago, every affected aircraft has already been fixed. The rule is now redundant and is being formally removed from the aviation safety regulations.
