What it does
This Airworthiness Directive (AD) is a mandatory regulatory instrument issued by the Australian Civil Aviation Safety Authority (CASA) under the Civil Aviation Act 1988. It requires owners and operators of specific helicopter models to conduct a one-time initial inspection followed by repetitive inspections of the cyclic control stick assembly. The immediate mechanical effect is to force compliance with two manufacturer service bulletins: BHTC Alert Service Bulletin 206‑85‑29 (dated 21 June 1985) for Bell Helicopter Textron Canada (BHTC) models, and Agusta Bell Service Bulletin 206‑169 Revision A (dated 11 December 1985) for Agusta Bell AB206 series helicopters. Compliance must begin within 25 hours of time in service after the AD’s commencement date of 22 February 2019, and thereafter at intervals not exceeding 600 hours of time in service or 24 months, whichever comes first. The AD explicitly applies to all BHTC 206A, 206B, 206B‑JRIII, 206L, 206L‑1, 206L‑3, and Agusta Bell AB206A and AB206B helicopters. However, the requirement is triggered only for helicopters whose serial numbers appear in the applicable service bulletin, or for certain models equipped with specific dual control kit part numbers. The AD also retrospectively includes Amendment 2 which added the Agusta Bell variants, Amendments 3 and 4 which clarified the applicability language. Notably, the AD does not itself prescribe the inspection or repair procedures in detail; rather it mandates that the technical requirements of the manufacturer service bulletins be carried out in full. This arrangement imposes on the operator the burden of obtaining and following those bulletins, which are not reproduced in the AD. The background reveals a single reported incident of a cyclic control stick failing during a pilot’s pre‑flight check, attributed to low‑cycle fatigue and corrosion. The AD therefore substitutes individual operator judgment about safety with a mandatory, prescriptive regime that applies across an entire fleet of helicopters, irrespective of individual operating conditions, maintenance history, or risk profile.
