What it does
This instrument is an airworthiness directive (AD) labelled AD/BELL 206/178 (10/2009 TX) that mandates a one-time inspection and, where necessary, rectification of specific flight control bearings on defined Bell Helicopter Textron Canada (BHTC) 206 and Agusta Bell 206 series helicopters. The AD identifies affected airframes by model and serial number in Table 1, and it prescribes that the inspection and rectification be carried out in accordance with the Accomplishment Instructions of the applicable Alert Service Bulletin (ASB) dated 7 April 2009, or later revisions approved by the Chief, Continuing Airworthiness, Transport Canada (see the Requirement paragraph and Table 2 in the AD). The two ASBs referenced are 206-09-122 for models 206A and 206B, and 206L-09-156 for 206L variants (Table 2).
The compliance window is explicit: the inspection must be done within the next 10 flight hours but not later than 30 calendar days from the effective day of the AD, unless already accomplished (Compliance line). The AD becomes effective on 14 August 2009 (effective date line) and is signed by James Coyne, Delegate of the Civil Aviation Safety Authority, dated 12 August 2009.
Mechanically, the AD prescribes a targeted safety action aimed at flight control bearings that may not have been staked as required. The Background paragraph states that unstaked bearings could limit part functionality and, if not corrected, could lead to loss of control of the helicopter. The AD therefore creates a mandatory, time-limited inspection-and-fix requirement for specified serial-numbered airframes and ties the procedural content of the work to the manufacturer’s Alert Service Bulletins and to Transport Canada’s continuing airworthiness approvals.
The AD also cross-references related material: Transport Canada AD CF-2009-32 dated 24 July 2009 and BHTC Operational Safety Notice OSN GEN-09-38 dated 7 April 2009 (Note). Those documents are identified as additional sources of information; the AD requires compliance with the ASB Accomplishment Instructions as the mandatory method of rectification, including any later revisions approved by the Chief, Continuing Airworthiness, Transport Canada.
