What it does
This Airworthiness Directive (AD/BEECH 55/79 Amendment 3, 8/2021) mandates inspection, retirement and replacement of wing attachment hardware on all Textron Aviation (Beechcraft) 55, 58 and 95-55 (Baron) series aeroplanes. The AD requires removal and inspection of the wing bolts, washers, nuts and fittings in accordance with the manufacturer’s technical documents specified in the AD (Beechcraft Baron Shop Manual 55-590000-13 Revision E17, Section 3 for model 55 and 58 series; or Baron Maintenance Manual 102-590000-5 Revision A23, Section 57-00-00 for model 58P and TC series), both “as in force on the date of commencement of this AD” (Requirement 1). After inspection, the AD requires the wing bolts, washers and nuts to be retired from service and replaced with new hardware in accordance with the same specified documents (Requirement 2). All retired hardware must be rendered unserviceable.
The AD sets specific compliance timing. Unless an inspection has already been accomplished in accordance with one of the referenced requirement documents within 60 months from the initial installation of the wing bolts, operators must inspect within 100 hours time in service (TIS) or 12 months from the commencement date of the AD, whichever occurs first. Re-inspections are required at intervals not to exceed 60 months from the previous inspection. Separately, the AD requires replacement of the wing bolts, washers and nuts before 15 years (180 months) TIS after initial installation of the wing bolts. The AD commenced on 10 May 2021, and the instrument is dated 9 April 2021 and signed by Richard Stocker, Delegate of the Civil Aviation Safety Authority (CASA).
Amendment 3 removes an alternative means of compliance that had previously allowed in-situ inspection of the wing attachment bolts and nuts rather than conducting the manufacturer’s required magnetic particle inspection (MPI). The AD includes a Note that mandates checking bolt torque before removal, and states that if the torque is incorrect other maintenance action may be required. The AD’s stated background records an initial issue effective 1 February 1996, and notes prior amendments: Amendment 1 updated the revision status of the Beech 55 Shop Manual; Amendment 2 added the Note to Requirement 2 and added the fittings as an item to be inspected when the wing bolts, washers and nuts are removed and inspected.
