Who it affects: Owners of Beechcraft Model 23 aeroplanes only.

What it requires: You must modify how the stabilator (the movable tail surface that controls whether the plane climbs or dives) connects to the fuselage. This modification prevents cracks from forming in the surrounding metal skin, reinforcement plates (called doublers), and frame.

How to comply: Have the work done following a scheme approved by the Secretary (of the Department responsible for aviation), specifically using Beechcraft Service Instruction No. 64-22 as your guide. This work should have been completed before 1 September 1971.

Why it matters: If the hinge attachment cracks, the pilot could lose control of the aircraft's pitch, creating a serious crash risk.

AD/BEECH 23/3 Stabilator Hinge Assembly 4/64

Applicability: Model 23 only.

Requirement: 1. Modify the attachment of the stabilator hinge to the fuselage to prevent cracking of the adjacent fuselage skin, doubler and frame, in accordance with a scheme approved by the Secretary.

Beechcraft Service Instruction No. 64-22. Compliance: Before 1 September 1971.
